PRINCIPAL RESPONSIBILITIES AND ACCOUNTABILITIES

Maintain control and upkeep of all technical publications contained in the Central and Dispersed Libraries in accordance with COMNAVAIRFORINST 4790.2 series and the NAVAIR 00-25-100.

Maintain publication inventory utilizing NATEC Electronic Library Management System (ELMS)

Perform scheduled and unscheduled audits of Central and Dispersed Libraries as required.

Instruct assigned DTPLs in the proper function and operating requirements for their duties in accordance with NAVAIR 00-25-100.

Maintain files of correspondence, directives, and records.

Initiate reports of errors or omissions discovered in technical publications.

Maintain Employee Training Records.

Track and log training completion. Identify deficiencies and input data manually/electronically.

Perform miscellaneous typing in support of Quality Control Administration and Site Manager.

Maintain appropriate records of all work accomplished.

Comply with established Hazardous Material/Waste Programs and Local, State, and Federal

Environmental Protection Agency regulations.

Perform simple computer input and extraction functions.

Assist when directed to ensure safety, security, and preservation of government-owned and company-owned equipment and property.

Share technical knowledge with other company employees to enhance the accomplishment of assigned tasks.

Perform other duties when directed.

Initiate reports required under the Naval Aviation Maintenance Discrepancy Reporting Program (NAMDRP).

Attend meetings/training when directed.

Responsible for adhering to all applicable Foreign Object Damage (FOD) prevention and Tool

Control rules and regulations including participation in FOD walk down when directed.

Maintain cleanliness of the work center and around your assigned work area.

Comply with established general and industrial safety rules and regulations as applicable to the

contract, facilities, and job assignment.

Develops training programs to ensure that all employees are properly trained and/or certified as required.

Identifies training requirements that cannot be satisfied within the unit and make other arrangements for these to be satisfied, subject to approval by the Quality Manager.

Prepares requests, through appropriate base agencies, for training for employees from external resources.

Controls the administration to include record maintenance of initial orientation training, recurrent safety and security training, and follow-on formal technical training.

Monitors and tracks training program progress, objectives, and goals.

Tracks and coordinates recurring qualification/certification requirements.

Maintains and updates training records of all site personnel

Provides training plan inspection cycle.

Coordinates training schedules and documentation requirements.

Manage required course communications and notifications

Performs training certification and qualification data entry

Update and revise training program-related processes, procedures, and supporting documentation based on lessons learned continuous improvement processes or other guidance as appropriate.

Assist in the search for lost tools/items when directed.

May be required to pass a respirator physical and wear a respirator while performing work-related duties.

May be required to assist other employees in the performance of their duties during periods of

personal or sick leave, vacation, breaks, reserve duty, or during increased workload periods.

May be required to perform duties of HAZMAT/HazWaste Custodian or Assistant Custodian when authorized and designated.

Must be able to obtain a government Common Access Card (CAC) within six (6) months and maintain the required Security Clearance.

The following skills and abilities are required:

Obtain and maintain all applicable GSE Licenses

Must become familiar with Company and Government Environmental, Health and

Safety, Quality Control, and Property Control policies and procedures and local operating procedures within sixty (60) days of the date of hire or assignment to the position.

Must be able to read, speak, write legibly, and understand the English language.

Knowledge of materials used and safety precautions as applicable to usage.

Familiarization with COMNAVAIRFORINST 4790.2 series, and other applicable Navy instructions, maintenance instruction manuals, IPB's, manufacturer's manuals, and company instructions as required for the performance of job functions.

Must have the ability to accurately carry out written and verbal orders, instructions, and directives. 

Maintains the highest ethical personal and professional standards.

Other projects and initiatives as assigned.

POSITION SCOPE AND CHARTER

Completion of Center for Naval Aviation Technical Training Unit (CNATTU) Aeronautical

Technical Publications Library (ATPL) Management Course (C-555-0007).

Graduation from a standard four (4) year high school or equivalent (GED) is required.

Two (2) years of general experience with one (1) year of specialized experience in Aviation Technical Publications Inventory Control/upkeep.

Two or more years of training-related experience.

Excellent presentation and communication skills with the ability to communicate effectively via telephone and e-mail with employees in varying job classifications, including above-average proficiency with MS Office Suite (MS Word, MS Excel, and MS Outlook) is required.

Detail orientated with excellent organization skills. System data entry accuracy is a must.

Knowledge of training program management, administration, and duties.

Must deal with the customer in a courteous and professional manner.

Must demonstrate exceptionally effective communication skills, in English, both oral and written, and be able to organize, implement coordinate, monitor, and track training requirements.

Must be able to type accurately thirty (30) words per minute.

Must have a valid state operator’s license and be able to pass the government licensing requirement for support equipment and forklifts.

Must be able to obtain a government Common Access Card (CAC) within six (6) months and maintain the required Security Clearance

Must be able to work weekends, other shifts, and overtime as required.

Must adhere to Company policies/procedures and management instruction.

Ability to maintain the confidentiality of sensitive information and Company Proprietary data

Will be required to travel when deemed necessary.

PHYSICAL REQUIREMENTS AND ENVIRONMENTAL CONDITIONS

Climbing, standing, stooping, bending, pushing, kneeling, stretching, extensive walking, and working in tiring uncomfortable positions. May require lifting of objects whose weight normally will not exceed fifty (50) pounds.

The diversity of working conditions may range from a standard climate-controlled environment, where there is no physical discomfort, to a non-climate controlled environment, to an environment where inclement weather may subject individuals to severe changes of temperature, wind, rain, etc. May be required to work in areas where high noise hazards prevail.
