Maritime Administration Director, Office of Facilities and Infrastructure Management in Kings Point, New York

Summary Maritime Administration (MARAD) is responsible for maintaining the health of the merchant marine, as commercial mariners, vessels, and intermodal facilities are vital for supporting economic and national security. Responsibilities The Director has the option to live on campus. The Director is responsible for the safe and effective acquisition and lifecycle management of the Academy's facilities infrastructure. The Director is responsible for directing all operations of the Facilities and Infrastructure Management unit which includes the direct oversight and management of the Academy's Capital Improvement Program and Facilities Maintenance and Repairs, and Equipment budget of approximately $90M. The Director must also successfully lead change management efforts (e.g., integration of capital and repair projects, instituting project management as a discipline throughout the organization, better alignment of resources with revised processes, building and implementing strategic planning processes) within the USMMA organization to ensure effective execution of facilities management processes. The Director interacts with senior executives and managers across USMMA, MARAD, and throughout the Department of Transportation, as well as Members of Congress and their staff, other Federal agencies, state and local governments, and numerous USMMA stakeholders (e.g., alumni associations) to provide updates on project status and to detail capital and maintenance needs at the Academy. MARAD programs promote the economic competitiveness, efficiency, and productivity of the U.S. marine transportation system and to help ensure that sealift capability and capacity, including personnel are available to support the national and economic security needs of the Nation. MARAD works in a variety of areas involving ships and shipping, port and vessel operations, national security, strategic mobility, government ship disposal, mariner education, and environment. Qualifications As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your five (5) page resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. Your resume must provide information regarding your professional experience and accomplishments that demonstrate your ability to perform the duties of this position and meet the mandatory Technical Qualification(s) and Managerial Executive Core Qualifications listed below. TECHNICAL QUALIFICATIONS (TQs): Below are the descriptions of the mandatory technical qualifications for this position. Your five (5) page resume must provide information regarding your professional experience and accomplishments that demonstrate you meet these technical qualifications. 1. Demonstrated executive level experience managing and leading an organization with responsibility for overseeing policy and operations relating to real-property through continual, metrics-based evaluation and appraisal of goals and objectives in one or more of the following areas: 1) facilities management and maintenance; 2) planning and implementation of facilities capital improvement programs, including related acquisition and lifecycle management; and/or (3) oversight of security and public safety programs for a facility. 2. Demonstrated executive level experience working across organizational components and leading efforts to establish and execute program objectives, budget and resource- management requirements, and strategic long-range planning initiatives to build, improve, and modernize facilities and infrastructure. EXECUTIVE CORE QUALIFICATIONS (ECQs): Below are descriptions of the mandatory ECQs that are required for all SES positions.
