Description

This position will be responsible for collecting, managing and ensuring all certification files are compliant and within the specific regulations. Daily tasks will include communications with operating railroads to obtain certification requirements and issuing appropriate certifications. The Compliance Manager will need to be proficient in Microsoft Applications to better maintain the programs and ensure the programs stay current within the regulations. Some work will need to be performed in Excel to track certifications and provide analysis to the respective supporting groups. The Compliance Manager will support all divisions with regulated railroad operations.

Essential Duties and Responsibilities

  • Manage and maintain all certification records in a centralized location.

  • Responsible for reviewing and updating certification programs to stay concurrent with federal regulations.

  • Communicate, support, and advise location managers of training and documentation requirements for team members to comply with Company policies, and local, state, and federal regulatory agencies

  • Collaborate with IT Department to create visual dashboards for location managers to assist in managing location specific certifications.

  • Develop, review, and revise as needed training and compliance programs with other Safety Managers, as well as assist with training and operational needs for new start-up operations

  • Continue education and knowledge through continued professional development through regulatory research, self-study, seminars, conferences, and meetings to ensure best practices are maintained during industry changes.

  • Collaborate with multiple locations to drive consistency in procedure development and use

  • Attend safety incidents and investigations and review findings and corrective actions to ensure root cause has been accurately determined and action items are specific, and value added in eliminating future events

  • Attend planned and unplanned regulatory/safety/compliance related audits conducted by external agencies, customers, or other Watco personnel.

    Reporting Relationships

    The Compliance Manager reports directly to the VP of Safety for the Transportation team. This position will work directly with all team members, supervisors, and managers in assisting, guiding, instructing, training, inspecting, reporting, and providing timely accomplishment in meeting all certification requirements.

    Required Education, Skills, and Experience

  • Minimum of high school education or equivalent (GED)

  • Minimum of 5 years of operating experience as a full-time certified conductor

  • Minimum of 5 years of operating experience as a certified train service engineer

  • Supervisory experience in operating department

  • Designated Supervisor of Locomotive Engineer (DSLE) required

    Must be proficient, skilled, and knowledgeable in

  • Current 240/242 certification programs

  • Railroad Operating Rules, Special Instructions and Timetables

  • Familiarity in the navigating the Code of Federal Regulations with the ability to read and understand regulatory dockets.

  • Must possess strong analytical, written, and oral communication skills

  • Experience working with basic office computer programs (PPT, Excel, Word, Outlook, etc.)

  • Must possess strong work ethic and lead by example in meeting schedules, appointments, and timelines
