Job Description:
Directly reports to the Chief Operating Officer. Manage daily division operations of a technical staff of 100 personnelassigned to achieve the business strategies and goals of the company. Oversee and support business development, strategic growth, contractual, administrative, financial, program management and personnel management requirements of the division. This position requires being on-site at our California, Maryland location. Commensurate performance-based bonus possible based on division revenue and ability to hire and maintain staff.
Primary Duties and Responsibilities
Oversee and manage the entire division operations to ensure team works in compliance with contracted, division and company policies, procedures and best practices
Represent the division in corporate and operations meetings, presentations, and negotiations
Support corporate initiatives, setting goals for the division and its personnel to align with organizational objectives
Review, measure, and evaluate the effectiveness of the workforce and recommend new strategies for performance improvements
Identify resources, assign workloads and manage schedules to ensure timely deliveries
Maintain current contract business capital/personnel strength on awarded contracts/task orders and further expand on same contracts/task orders when feasible
Oversee Division Program Managers and Project Control Analysts to ensure proper resource allocation/tracking required to utilize a minimum 97.5% of contract/task order funded amounts
Primary point of contact with executive staff and corporate departments for all actions requiring decision making actions related to division
Supports CFO and PMO through weekly, monthly and as needed data calls related to division personnel action changes/projections and procurements for corporate level revenue tracking
Responsible for submission of division annual operating budget to CFO, and then implementation and management of approved budget during execution year to ensure division stays within budget parameters
Work with assigned Division Program Managers, FGS Program Management Office and Contracts Department to accurately identify out-year revenue projections to executive staff
Ensure warehouse staff are in compliance with corporate procurement policies and procedures
Responsible for all contract deliverables (CDRL's, spend plan tracking, etc) associated with all contracts/task orders - delegates and empowers with authority but not responsibility to Division Program Managers and Project Management Office Team
Evaluate division performance and recommend new strategies for performance improvements
Identify areas of improvements and concerns and develop action plans, as applicable
Works directly with HR Recruiter to immediately identify new position and/or pending vacancies and provide position descriptions to ensure minimal, if any, gap in funded contract positions
Ensure division hiring managers review all new hire candidate resumes and respond to HR recruiter within 24 hours of candidate identification
Ensure division hiring managers schedule interviews with all qualified new hire candidates within 24 hours
Conduct/Oversee performance evaluations, promotion recommendations, retention and termination activities
Oversee staffing adjustments to obtain maximum productivity
Oversee the onboarding process and training of new division staff members
Identify skill gaps and recommend/apply appropriate training to team
Develop new business programs to meet productivity and revenue goals
Other task accomplishment-relevant duties as required
Secondary Duties and Responsibilities
Supports proposal development (technical, past performance, color teams, etc) related to additional business opportunities for both FGS and partner company pursuits
Assists with strategic growth, engaging with current and potential new business partners, either in-person or through telecons, for additional areas of support and new contract opportunities
Primary POC for Non-Disclosure Agreements and Teaming Agreements review and Exhibit A language inserts for business opportunity pursuits and captures within division core capabilities - submission then to COO and Contracts for final approval
Reviews and provides input to COO for the development and implementation of company-wide strategy and policies linked to daily and future operations/objectives
Advise and assist COO with short- and long-term pursuit and capture projection/business goals
Required Qualifications
Bachelor’s Degree in Business Administration, Management, Finance, Engineering, IT- or IA-related discipline
15 years’ management/leadership experience with at least 10 of these years’ within the defense contracting industry
Seven years’ experience as a Program Manager or above leading defense industry contracts with a minimum combined value of multiple contracts and task orders of $25M
Five years’ experience in business development and technical proposal writing
Five years’ experience in budgeting and forecasting
Five years’ experience with Government contracts, preferably Navy contracts
Managerial qualities:
Effectively communicate in verbal and written formats
Ability to work effectively with executive staff, administrative support teams such as Contracts, Accounting and finance
Ability to lead teams of subordinates
Multi-task among numerous projects and tasks
Proficient in Microsoft Office suite applications
Desired Qualifications
Graduate degree Business Administration, Management, Finance, Engineering, IT- or IA-related discipline
Project Management Professional certification
Experience working in technical teams. Specifically, Audio Visual, Information Technology, Cloud technology
Experience working with NAWCAD WOLF and NAVAIR
Education Requirements:
Bachelors of Science (Business, Management, Finance, Engineering, IT- or IA-related discipline)
Experience in lieu of degree: additional ten years program management experience within the defense contracting industry
Security Clearance Requirements:

Position is on-site; this is not remote work
