Village of Marblehead Zoning Administrator PT in Lakeside-Marblehead, Ohio

ESSENTIAL FUNCTIONS OF THE POSITION: The purpose of this position is to enforce the Village's zoning ordinances and standards, plus perform other functions as described below. The zoning inspector is often the first person with whom members of the public will meet in relation to Village land use standards. The work involves frequent interaction with the general public including property owners, tenants, residents, business owners, real estate agents, contractors, and land developers. This position requires the exercise of initiative, independent judgment, and advanced public relations skills. Works under supervision of the village administrator. The following are examples of the job duties but do not include all the possible tasks to be performed: (Note -- this list is intended only to illustrate the various types of work that may be performed. The omission of specific statements does not exclude them from the position.)

  • Provides monthly reports to the Planning Commission of zoning office activity such as permits issued.
  • Attends regular monthly meetings and occasional special meetings of the Planning Commission, Board of Zoning Appeals, and Village Council when it is voting on a zoning issue. All are typically evening meetings.
  • Serves as the Village's Flood Plain Administrator.
  • Serves as the Village's Waterfront Development Administrator.
  • Receives and responds to public inquiries from a variety of sources (i.e. email, mail, phone, in person) regarding policies, procedures and standards of the Village's zoning regulations and processes. Provides assistance and guidance as appropriate.
  • Receives and reviews applications for zoning certificates, variances, and appeals.
  • Issues permits when applications are complete and comply with the procedures and standards of the Zoning Ordinance and amendments. Performs site visits, conducts records research, and conducts personal interviews to gather information necessary to review applications or proposals.
  • Takes all necessary steps to remedy conditions found in violation of the Zoning Ordinance and amendments by ordering, in writing, the discontinuance of illegal uses or work in progress (i.e. issuance of Stop Work Order), and directs cases of noncompliance to the appropriate Village official(s) for action.
  • Maintains accurate records of applications, plans, correspondence, certificates, complaints received, code violations, inspections, status of enforcement actions, permits issued, related correspondence, and zoning map, and other pertinent zoning administration information.
  • Participates in the collective review, inspection, and approval of all lot combinations, divisions, property line adjustments.
  • Coordinates with the Planning Commission on new developments, alley and street vacations, rezoning, and annexations.
  • Advises the Planning Commission and/or Board of Zoning Appeals of matters pertaining to the enforcement of the Zoning Ordinance and amendments, as well as conditional use permits, appeals, or variances and all applications and records pertaining thereto.
  • Assists Village officials with land use planning initiatives and activities.
  • Provides respectful, professional, positive service in all interactions with internal and external customers.
  • Works collaboratively with the village administrator, mayor, village solicitor, fiscal officer, and other village officials.
  • Reflects a positive image of the Village of Marblehead at all times.

PHYSICAL REQUIREMENTS:
