Who we are:

TheInnovation Strategy Delivery (ISD) Division employs standard software development life-cycle methodology and tools to facilitate the gathering of business requirements allowing business partners to successfully meet the initiatives set for the Department of Revenue (DOR) using the technology resources available.

What we do:

TheISD - Executive Division Delivery team works jointly with vendors and business partners to ensure the solutions are operating as needed and to facilitate change and fixes when they are not.

A typical day as a Data Inventory and Security Analyst:

You will be a critical interface between Licensing and Case Management platforms and solutions for CDOR and its stakeholders by partnering with vendors to support the implementation of changes to the Licensing and Case Management System. Use your data analysis and keen eye for detail in order to identify and problem solve data management and integrity issues. Your ability to prioritize tasks, understand highly technical work and collaborate with stakeholders will aid in your success in this position. Primary Duties:

Licensing and Case Management System and Integration -

  • Establishes and decides processes, procedures and documentation regarding system enhancement, integrations and planning.

  • Assesses how to manage resources and backlog for projects and executes on them as resources become available.

  • Perform Quality Assurance while enforcing and writing standard operating procedures.

  • Supports the implementation of new integrations, such as adjusting SOPs, technical work such as connecting data sources, or coordinating project updates with stakeholders.

Data Inventory Management -

  • Decides and manages the software and process for managing the department's data inventory with staff authority.

  • Creates processes for identifying non-compliance while also assisting in maintaining compliance on data inventory items by being informed on changing compliance standards.

  • Create analytics reports as requested by leadership with regards to data inventory.

Local Agency Security Officer (LASO) -

  • Represents DOR in all matters pertaining to information security, disseminates information security alerts and other material to their constituents, maintains information security documentation (including system configuration data), assists the various Terminal Agency Coordinators (TAC) with information security audits of hardware and procedures, and keeps the Colorado Bureau of Investigation (CBI), referred to as the CJIS Systems Agency (CSA), informed as to any information security needs and problems.

  • Maintain CJIS Security Policies while enforcing the policy.

  • Ensure only authorized individuals have the correct access to hardware, software, and firmware.

This position occasionally reports to the Lakewood office for in person meetings or training.

MINIMUM QUALIFICATIONS:

Must meet one of the following or any combination of experience/education to meet the minimum (MQ) qualifications:

OPTION 1:

7 years of relevant experience with data governance, data integrity, data management and/or data analysis.

OPTION 2:

Bachelor's degree from an accredited institution in Business, Economics, Computer Science, and Information technology or a closely related field as determined by the Department.

AND

3 years of professional experience with data governance, data integrity, data management and/or data analysis.

OPTION 3:

Master's degree from an accredited institution in Business, Economics, Computer Science, and Information technology or a closely related field as determined by the Department.

AND

1 year of professional experience with data governance, data integrity, data management and/or data analysis.

Substitutions: A combination of related education and/or relevant experience with data governance, data integrity, data management and/or data analysis equal to seven (7) years.

Preferred Qualifications:

  • State of Colorado experience gained in a technical position or working with DOR programs (DMV, TAX, etc.)

  • Experience with licensing and case management software

  • Experience with CJIS data protocols and Local Agency Security Officer related tasks or work

  • Experience with data inventory management

  • Experience with data governance and theories of practice

  • Experience with Python and SQL coding languages

  • Experience using artificial intelligence

  • Experience within Google Suite, Google Cloud Platform (GCP), and Amazon Web Services (AWS)

  • Attention to detail

  • Demonstrated written and verbal communication skills

    Conditions of Employment with the CDOR :

    Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

    As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment.
