Bureau of Reclamation Program Analyst in Lakewood, Colorado

Summary Reclamation is seeking a career professional looking for an opportunity to capitalize on their expertise as a Program Analyst. You can make a difference in the West by assisting in meeting increasing water demands while protecting the environment. Duty Location: Lakewood, Colorado GS-07 Salary: $54,505-$70,859. GS-09 Salary: $66,670-$86,670. Responsibilities -Serves as the Division Procurement Coordinator and oversees the process for the procurement of equipment and technical services. -Analyzes, evaluates, develops and documents best practices and work-flow processes for the division to increase efficiencies for procurement and coordinates regularly with Division Contracting Officer Representatives. -Authors or modifies project management plans for science and engineering services, laboratory services, and research projects and creates draft service and funding agreements for division personnel as directed and assists in ensuring deliverables and budgetary constraints are tracked and fully accomplished. -Independently reviews, tracks, and evaluates indirect budgetary accounts for the division and reviews data and reports provided by TSC Business Office, analyzes, and makes programmatic recommendations to improve monitoring, tracking, and actions required to improve or enhance timely, budgetary management and funding reconciliation within the Division. -Serves as the Division Purchasing and Purchase Business Line Coordinator and Division Information and Technology (IT) Coordinator and oversees, maintains, tracks, and shares all data and guidance related to purchase business line authority and IT related equipment orders and procurements for the Division. -Coordinates division property tracking, yearly inventory, and office space needs and issues with the facilities and property groups. -Edits, reorganizes, illustrates, and formats complex reports and technical documents and ensures all final documents are compliant with Section 508 of the United States Workforce Rehabilitation Act of 1973. To qualify at the GS-07, you must possess one year of specialized experience equivalent to the GS-05. Experience in performing routine and recurring program coordination and management duties including: analyzing work flow processes; initiating, coordinating, and tracking procurement of equipment and technical services; monitoring budgetary accounts, development of project management plans and change orders; credit card purchase reconciliation using software programs and databases; and technical editing and formatting of technical reports and documentation. You could otherwise qualify on the basis of Education having 1 full year of graduate level education or superior academic achievement. You may combine specialized experience and education to meet the minimum qualifications. To qualify at the GS-09, you must possess one year of specialized experience at the GS-7 level; and experience in performing program coordination and management duties including: experience and expert knowledge in acquisition and procurement practices, processes, regulations, Federal financial and management systems (FBMS E-SAM, ETAS, etc.); independently analyzes, evaluates, develops, and with management concurrence, implements best practices for work flow processes to increase efficiencies for procurement, project management plan development, budget monitoring, IT procurement and software updates, and inventory practices for property for the division. You could otherwise qualify on the basis of Education having master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. The superior academic achievement provision is to be used to determine eligibility for applicable GS-07 level positions of persons who have completed (or expect to complete within 9 months) all the requirements for bachelor's degree from an accredited college or university with a qualifying grade point average (GPA), class standing, or honors society.
