Air Combat Command PLANS AND PROGRAM SPECIALIST in Langley AFB, Virginia

The primary purpose of this position is to serve as an exercise and plans coordinator over the 633 Air Base Wing (ABW), Operations Center for two geographically separated installation areas and two separate Department of Defense (DoD) branches. To serve as actions officer directing, organizing, and exercising control over the 633 ABW Operations Center, Exercise Cell. Responsibilities 1. Plans, organizes, and coordinates activities of the Wing Operations Center contingency and exercise execution Cell ensuring that it complies with legal and regulatory requirements and meets customer needs. 2. Represents 633 ABW with a variety of installation and functional project/program management responsibilities. 3. Manages Installation Command and Control Incident Management Emergency Response Application (C2IMERA) Program. In compliance with the Commander, Air Combat Command C2IMERA mandate for installation use, maintains and manages the ABW C2IMERA program for daily use and functions as the wing's program lead. 4. Manage all facets of Crisis Action Team Administration to ensure 24/7 operational status. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Clerical and Administration Support Positions for Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the laws, regulations, policies, and precedents involving deployment and mobilization concepts, principles, practices, and procedures. Knowledge of the organization, programs, mission, and functions of the installation and major command (MAJCOM) to plan, schedule. Knowledge of, and skill in applying the procedure, practices, methods, and evaluation techniques for wing and/or joint level contingency exercise coordination and plan development, and deployment operations. Knowledge of airlift, air refueling and strategic operational flying mission and functions pertaining to scheduling and flight operations to include Air Force, North American Aerospace Defense Command (NORAD), Air Combat Command (ACC), Wing and Brigade command structure and incident procedures. Knowledge of program goals and objectives; administrative operations; and safety and security regulations, practices, and procedures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge of, and skill in applying, methods, procedures, in evaluating and performing deployment operations to identify and meet deployment requirements. 2. Knowledge of a wide range of federal and agency deployment and mobilization concepts, principles, practices, procedures, regulations, and laws applicable to the full range of unit deployment manager (UDM) management responsibilities. 3. Knowledge of established safety and occupational health principles, practices, procedures, laws, and regulations related to the safety program, risk assessment methods, and techniques for evaluating occupational safety and health risks. 4. Knowledge of federal planning policy and guidance to include publications applicable to the functional area. 5. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options concerning unit readiness. 6. Ability to recognize the inter-relationships of various aspects of operating programs to integrate and analyze information to evaluate overall program status. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
