Position Summary Information

General Summary

TheAsset Maintenance & Operations Strategist/Plannermanages the water and wastewater asset management maintenance strategies to support the Asset Management Program.

Responsibilities include: assisting with the maintenance planning strategy to ensure effective and optimal use of maintenance budgets; developing standards/procedures for maintaining facility assets; conducting improvement analyses; reviewing maintenance planning strategies and monitoring performance data; and organizing and reviewing the department’s day-to-day maintenance work under the direction of the Section Manager. The Strategist/Planner also serves as the Production Support Division representative on facility Reliability Centered Maintenance ( RCM ) analysis projects.

Essential Functions

  • Provides guidance, assistance, and/or interpretation to others on how to apply maintenance procedures and standards to specific situations

  • Determines actual or probable consequences and identifies/selects alternatives

  • Evaluates equipment performance criteria (for condition monitoring and failure analysis) to assess equipment condition and ensure that preventative maintenance is being performed at the correct intervals

  • Organizes and reviews the day-to-day operations of maintenance work

  • Determines best work methods and resources to accomplish work

  • Creates new asset records, numbers, codes, and descriptions as well as deletes unused numbers and records

  • Creates, updates and maintains preventive maintenance schedules

  • Maintains CMMS database system codes and asset information and manages and optimizes inventory and spare parts requirements as they pertain to preventive and planned maintenance tasks

  • Analyzes maintenance and asset performance data in the development of targeted maintenance and lifecycle replacement strategies

  • Prepares monthly, quarterly, yearly and other reports

  • Provides quality assurance and quality control for the asset data elements in the asset registry

  • Assures compliance with asset management standards as determined by the Asset Management Committee or the Facilities Maintenance Division Manager

  • Rectifies any discrepancies found in the field

  • Monitors performance data and develops reports to determine adequacy of maintenance strategies

  • Assesses root cause of failures

Other Functions

  • Participates in the planning of renewals and major rehabilitation related projects

  • Leads/coordinates RCM analysis as required

  • Makes recommendations for maintenance strategy changes

  • Performs special projects and other related duties as assigned

Work Environment And Physical Demands

  • Performs tasks with exposure to adverse environmental conditions, such as machinery, traffic hazards, temperature and noise extremes, disease, smoke and dusts, and toxic/poisonous agents

  • Ability to lift a minimum of 50 pounds

  • Ability to effectively utilize appropriate safety equipment and procedures

  • Work is in the presence of high voltages, loud noise, hazardous chemicals, oils and solvents and in the presence of untreated wastewater

  • Ability to climb/descend ladders, work in confined spaces and work in elevated locations

  • Ability to work in adverse weather conditions

  • Ability to demonstrate normal color perception, hear audible alarms and detect abnormal equipment sounds

  • Ability to visually and physically inspect equipment and processes at any time of the day or night

Required Knowledge, Skills, And Abilities

  • Thorough knowledge of the standard practices, materials, tools, and equipment of the electrical/mechanical and instrumentation trades

  • Thorough knowledge of electrical mechanical construction and maintenance, including installation and/or modification of all sizes of electrical conduit, cables, wires, switches, automatic starting equip­ment, etc.

  • Knowledge of electronic repair practices and methods; skill in the use of tools and adjusting defects in electrical and mechanical systems and equipment

  • Ability to work from drawings, schematics, and specifications and interpret blueprints, plans and schematics

  • Ability to plan and review the work of others

  • Knowledge of common building materials, their use and limitation

  • Knowledge of engineering principles, their application to repair and alteration work in a variety of structures

  • Ability to exercise good judgment in planning and detailing maintenance work; interpret and evaluate the need and cost of contracted services

  • Ability to analyze and prepare maintenance plans and specifications; conduct failure analysis investigations and prepare comprehensive reports; develop solutions to maintenance problems through the use of asset management strategies

  • Ability to communicate effectively both verbally and in written form

  • Basic proficiency in MS Excel

  • Ability to evaluate, audit, deduce, and/or access data and/or information using established criteria

  • Ability to prioritize and schedule job assignments

  • Thorough knowledge of construction trades and of various rigging requirements

  • Ability to understand the WSSC Water budget process

  • Ability to formulate and present written reports to management

  • Ability to make procurement recommendations for tools, equipment and vehicles

  • Thorough understanding of the National Electrical Code and local amendments

  • Thorough knowledge of repair/replacement scenarios for complex electrical/mechanical equipment

  • Thorough knowledge of sub-station work up to 69Kv including; resetting tripped breakers; opening/closing different types of breakers under all conditions, and determine root cause of faults

  • Thorough knowledge of motor controls to include soft starts and VFD’s

Minimum Education, Experience Requirements

  • High School diploma or equivalent

  • 8+ years experience maintaing and/or operating electrical or mechanical assets

Additional Requirements

  • Possession of a valid driver’s license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver’s permit within 90 days of hire or transfer date

  • Employees in this position are designated or considered emergency personnel; therefore, the employee must report to work as scheduled or as directed by their supervisor when WSSC Water declares an event that requires emergency personnel to report to work

  • Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter

Preferences

  • Reliability Centered Maintenance ( RCM ) experience

  • Electrical/mechanical Journeyman certification

  • Prior experience at water/wasterwater, or other large industrial facilities

Salary$73,926 - $125,874
