What you’ll do: Delmock Technologies, Inc. is seeking an Engagement Manager to lead and manage the development, implementation, and maintenance of software applications that support the operations of the Water & Sewerage Services Company (WSSC). The individual will engage with cross-functional teams to ensure software solutions align with organizational goals, improve operational efficiency, and support water resource management and customer services. The role requires expertise in software development, project management, stakeholder engagement, and team leadership within the water services sector. Location: This is a Hybrid role, based out of Laurel, Maryland 20707. Responsibilities: Lead the design, development, and deployment of water-related software applications and solutions that improve business processes and operational efficiency within the WSSC. Oversee the full software development lifecycle (SDLC) for key applications, including requirements gathering, development, testing, and deployment. Manage software enhancement projects to ensure timely delivery, scope control, and quality assurance Act as the primary point of contact for internal and external stakeholders, including IT teams, water management departments, and third-party vendors, ensuring that business requirements are clearly understood and met. Foster strong relationships with senior management to align software development with strategic business goals, ensuring systems support water infrastructure management, asset monitoring, customer billing, and reporting. Oversee the planning, execution, and monitoring of application development projects, ensuring effective allocation of resources and adherence to timelines and budgets. Develop project plans, track progress, and mitigate risks while delivering software solutions that support water operations, regulatory compliance, and customer satisfaction. Lead and mentor a team of software developers, engineers, and analysts, fostering a collaborative environment and ensuring professional development. Coordinate with cross-functional teams, including business analysts, data analysts, and infrastructure teams, to achieve seamless integration of software applications. Evaluate and recommend new software technologies, tools, and best practices to improve WSSC’s application development processes. Continuously assess and optimize current software systems to ensure scalability, security, and compliance with industry standards. Ensure that developed applications are reliable, secure, and fully supported post-deployment, offering troubleshooting, bug fixes, and system upgrades as needed. Monitor application performance and user feedback to identify opportunities for system improvement and user training. Minimum Requirements: Education: Bachelor's or Master's degree in Computer Science, Information Technology, Engineering, or related field. Experience: 7+ years of experience in software application development and management, preferably within the utility or water services industry. Proven experience leading teams and managing software projects from inception to completion. Expertise in development frameworks, tools, and technologies related to water management and utility systems (e.g., SCADA, GIS, asset management). Strong knowledge of software development methodologies (Agile, Waterfall, DevOps). Excellent problem-solving skills and a deep understanding of software architecture and design patterns. Effective communication and presentation skills, with the ability to engage stakeholders at all levels. Proficiency in programming languages such as Java, Python, C#, or similar. Experience with database management systems (SQL, Oracle, etc.). Familiarity with cloud computing, containerization (Docker/Kubernetes), and DevOps practices. Preferred: PMP, Agile, or other relevant project management certifications preferred. Experience with utilities applications. Experience with any of the following: AI, Machine Learning, IoT, ArcGIS, RPA, ServiceNow, PowerBI, FileNet, Oracle Utilities Suite, and Multi-cloud environments. Clearance: The ability to pass a background check is required.
