WSP USA Electrical/ Critical Systems’ Lead Commissioning Agent in Lawrenceville, New Jersey

This Opportunity

WSP USA is initiating a search for a Full-time Electrical/ Critical Systems’ Lead Commissioning Agent for our New York office. Other office locations considered are New Jersey, Philadelphia and Virginia.

Provides high level technical assistance and guidance for multi-site/phase activities to validate construction, integrity, operability, and the commissioning of systems and facilities projects in the public and private sector. Responsibilities include the planning, directing, coordinating, testing, and commissioning and retro commissioning of building systems.

Substantiates reports, documentation, and decisions regarding the configuration of equipment, optimization studies, system functional testing, readiness testing, and the transition from the construction phase to full operations. Ensures that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable industry standards for performance, reliability, safety, and security for building inhabitants.

Specific Requirements:

  • Proficient with 480-Volt electrical systems, executing / witnessing electrical testing utilizing equipment such as power quality meters, circuit breaker test sets, contact/insulation resistance meters and infrared cameras.

  • Experience with Uninterruptable Power Supply’s’ (UPS), Back Up Battery Systems, Static Switches (STS) and Automatic Transfer Switches (ATS), Emergency Generators and Power Distribution Units (PDUs).

  • Experience with 5kV -26kV systems and protection relays is preferred.

  • Experience with witnessing and executing pre-functional, functional and integrated electrical testing.

  • Knowledge of NETA, IEEE and NFPA-70 electrical testing standards.

  • Experience with Short Circuit/Coordination/ Arc Flash Studies.

  • Good understanding of the architectural, engineering and construction industry.

  • Experience with sustainable design practices or facilities operations is preferred.

  • Ability to work independently and provide supervision in a highly collaborative team environment.

Your Impact

  • Provide guidance with collecting, compiling, and analyzing data from the physical work site during various construction phases, surveys, blueprints, schematics, data, technical drawings, flow diagrams, computer-generated reports, and other matrices for project energy auditing actions, validation, and commissioning.

  • Perform professional building and system commissioning work by conducting research and inspections of proposed and existing site conditions, equipment, resources, layout, usage, and systems to determine conformance with applicable rules, standards, codes, and installation or operating permits.

  • Develop and oversee configuration, testing specifications, and readiness plans; preparing and updating checklists/punch lists and cost estimates that require coordination with owners, other disciplines, sub-consultants, and clients.

  • Involved from project inception to completion for commissioning work deliverables throughout the various project work phases including concept development, preliminary design, final design, procurement, integration, installation, and operation.

  • Develop and incorporate advanced technologies, monitoring, modeling techniques, design requirements, load calculations, and operating strategies to account for the proper installation and functioning of equipment and systems according to specifications; implementing future-ready solutions with building systems operating standards.

  • Verify site characteristics and provide technical assistance on various design, installation, and integration issues relating to commissioning and retro commissioning of building systems including HVAC, steam, compressed air, chilled water, plumbing, and automation.

  • Oversee and monitor cross-functional teams to execute project work on mid-level and/or multiple concurrent projects, including budgets, tracking hours and expenses, task completion, cost and quantities of materials/equipment/labor, technical calculations, permit applications, schematics, construction, compliance documentation, and regulatory and technical analysis memos.

  • Coordinate, review and approve commissioning and operational plans, ensuring data integrity and work is compliant with all applicable codes, ordinances, and regulations.

  • Prepare data and visualizations such as tables, charts, reports, sketches, calculations, cross-sections, technical drawings, spreadsheets, and other 2D/3D illustrations for the interpretation or presentation of more complex data, findings, or analyses.

  • Maintain quality control standards, document logs of control and equipment functionality testing and verification, and procedures for accurate and precise measurements, calculations, statistical analysis, and reporting.

  • Assist with development and scoping of medium- to large-sized commissioning projects.

  • Provide guidance and training to entry-level to mid-level commissioning staff.

  • Prepare comprehensive technical reports and presentations that explain research, findings, and recommendations to navigate, improve, prevent, control, restore, or address design, and/or installation/operational issues or opportunities.

  • Analyze, evaluate, and interpret data obtained during site assessments, offering input with developing action plans for moderate- to high-level risk installation, equipment operations, and/or mitigation activities.

  • Prepare and implement site Health and Safety Plans (HASPs).

  • Interact with any applicable regulatory agencies, subcontractors, and clients in a confident and professional manner.

  • Collaborate with other professionals, engineers, inspectors, project control, and technicians on public and privately funded building improvement and development projects, as well as proposal and business development opportunities.

  • Remain current in latest commissioning techniques and practices.

  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.

  • Perform additional responsibilities as required by business needs.

Who You Are

Required Qualifications

  • Bachelor’s Degree in Engineering or closely related discipline.

  • 7 to 10 years of relevant post education experience in discipline with prior building and systems commissioning experience.

  • Proficient with building commissioning principles, practices, process, design/build, and the application to project work-related issues.

  • Extensive knowledge of smart building design.

  • Experience with building planning, design, and installation management; including active involvement in a variety of renovation and new design projects.

  • Well-defined specific knowledge of relevant building technology/system installation and/or construction laws, codes, regulations, compliance practices, and record-keeping requirements.

  • Well-developed ability to make technical computations and calculations involving the application of testing and validation, understanding plans and specifications, and making factual comparisons to the appropriate standards or regulations.

  • Ability to plan and conduct inspections and investigations on various aspects of the installation and design of equipment, facilities, and systems.

  • Highly effective interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to a technical and non-technical audience.

  • Demonstrated high-level of self-leadership with attention to detail, multi-tasking, and prioritization of responsibilities in a dynamic work environment.

  • Works independently with minimal oversight and provides guidance and leadership to junior team or project members, with strict adherence to QA/QC.

  • Highly proficient with technical writing, office automation, load calculations, discipline-specific design software (i.e., AutoCAD, Revit), technology, math principles, predictive models, spreadsheets, and tools.

  • Well-developed critical thinking and problem-solving skills required to apply technical knowledge to reach conclusions from testing results, data collation, load calculations, computations, statistical analysis and arriving at the most effective, economical, and logical solution.

  • Demonstrated effectiveness at coordinating and assertively directing subcontractors and others to consistently complete tasks safely and efficiently.

  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.

  • Ability to work schedules conducive to project-specific requirements that may extend beyond the typical workweek.

  • Occasional travel may be required depending on project-specific requirements.

Preferred Qualifications:

  • Master’s Degree is preferred.

  • Essential or enhancing professional licensure/certification.

  • Certified Training with SKM, E-Tap, E-Z Power for Short Circuit /Coordination /Arc Flash programs.

Compensation:

Expected Salary (all locations): $114,000 - $155,000

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
