Basic Function

Ramsey County Library’s Deputy Director provides strategic and functional oversight Ramsey County Library’s public services and serves as a member of the library’s senior leadership team. This position directly supervises eight library managers and indirectly leads a team of approximately 90 FTE. This key leadership position will direct and administer personnel policies and procedures, including hiring, evaluation, discipline, and training to build a cohesive library team reflective of the Ramsey County community.

The ideal candidate will have a passion for delivering excellent anti-racist public service, and have a desire to work in a collaborative, dynamic environment with outstanding interpersonal and communication skills, and possess strong abilities in building bridges and embedding equitable practices in support of Ramsey County’s diverse community.

This position will participate in high-level systemic decision making for the organization in partnership with the Library Director and provide strategic management to advance the county and library’s vision, mission and goals.

Examples of Work Performed

  • Promote a diverse, culturally competent, respectful and anti-racist workplace.

  • Direct, manage and administer the personnel policies and procedures, including hiring, evaluation, discipline, labor relations, compensation and benefits, and organizational development and training, so that qualified employees are efficiently performing well-defined tasks.

  • Provide direction to and guidance of supervisors and managers throughout the library system.

  • Manage and prepare the development of reports and analysis of complex issues and decisions affecting the current and future operations of the department in order to ensure timely, accurate responses to emerging issues.

  • Contribute new concepts regarding organization, procedures, equipment, and technology at staff meetings and encourage the development of innovative library programs.

  • Serve as Department representative during contract negotiations with collective bargaining unit representatives.

  • Serve on the Library Management Team to ensure that the day-to-day operations of each of the seven libraries are carried out efficiently and cost-effectively.

  • Serve on the Library Administrative Team to ensure that the Library’s annual work plan initiatives and long-range strategic goals are met.

  • Assist the Library Director in direction and coordination of the resources, services and programs of all seven libraries.

  • Assist the Library Director in developing measures to evaluate the library's accomplishments of goals and objectives.

  • Provide research and background information, and recommend alternative courses of action, so that the Library Director can make effective use of resources.

  • Assist the Library Director with planning and coordinating services with other local, regional, and state governmental organizations in order to provide library services to the community; these organizations include other Ramsey County Departments, eighteen suburban cities, five school districts that serve suburban Ramsey County, eight other public libraries that serve metropolitan communities (members of MELSA), academic libraries (members of MINITEX), and other libraries throughout the state of Minnesota and the United States.

(The work assigned to a position in this classification may not include all possible tasks in this description and does not limit the assignment of any additional tasks in this classification. Regular attendance according to the position’s management approved work schedule is required.)

ESSENTIAL FUNCTIONS: 1, 2, 3, 4,5 6, 7, 8 ,9, 10, 11, 12.

Minimum Qualifications

Education: Bachelor’s degree in Library Science, Business Administration, Public Administration or a related field.

Experience: Six years of progressively responsible professional library experience, including at least two years in public library management or administration.

Substitution: Any equivalent combination of education and experience may substitute.

Certifications/Licensure: None.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:

  • Training and Experience Rating = 100%

The examination for Deputy Director of Ramsey County Library will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark “see resume” or “see work history” as a response. Please answer all your questions clearly and completely. Failure to respond could affect your score and final rank on this examination.

Eligible List: The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Deputy Director of Ramsey County Library . This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for 30 days or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.

Veteran's Preference: This is a classified position requiring an open, competitive selection process. Veteran's Preference points will be applied after a candidate passes the examination process. Applicants who are eligible for veteran's preference should update their veteran's DD214, and other supporting documents, and submit them as an attachment at the time of application.

This means that Ramsey County will provide the Social Security Administration (SSA) and, if necessary, the Department of Homeland Security (DHS), with information from each new employee's Form I-9 to confirm work authorization.
