Title of Position:Assistant Superintendent of Finance & Management

Position Overview:

The Lockport City School District is seeking an experienced professional to oversee the district's financial operations and support services. This role is responsible for the development and management of the annual budget, long-term financial planning, and ensuring the effective use of resources.

As a key member of the Central Office Team, the Assistant Superintendent for Finance and Management plays a pivotal role in district-wide planning, program analysis, and operational efficiency. The ideal candidate will administer the district's business functions to maximize educational opportunities within the available budget, ensuring comprehensive financial management and reporting.

  • Facility operations and maintenance

  • Food service and transportation management

  • Legal issues and public policy advocacy

  • Payroll and human resources functions

  • Promoting safe learning environments

  • Purchasing best practices and technology infrastructure management

Key Responsibilities:

  • Manage the district's business office, food services, custodial and maintenance operations, transportation services, fundraising efforts, and employee benefits (including health insurance and workers' compensation programs).

  • Provide strategic financial oversight, including the preparation and maintenance of the annual budget and long-term financial forecasts.

  • Collaborate with district leadership to analyze and support current programs, systems, and expenditures.

  • Ensure compliance with all financial regulations and maintain transparent, accurate financial reporting.

  • Financial Planning & Budgeting

  • Develop and coordinate district-wide budget preparation and assist administrators with budget reviews.

  • Implement program budgeting and prepare budget proposals for Board of Education approval.

  • Provide periodic financial updates to the Board.

  • Accounting & Finance Systems

  • Supervise accounting and financial reporting for the district.

  • Establish controls for budget transfers and prepare state and federal financial reports.

  • File annual financial reports for independent audits and implement recommendations.

  • Manage state and federally funded activities and internal school finances.

  • Purchasing & Supply Management

  • Oversee purchasing, maintenance, and inventory of supplies and equipment through competitive bidding and cooperative purchasing.

  • Administer contracts for services and develop a fixed asset inventory for insurance and control purposes.

  • Personnel Management & Collective Bargaining

  • Supervise payroll and personnel data, prepare tax reports, and provide fiscal data for negotiations.

  • Oversee employee benefits and health insurance programs.

  • Office Management

  • Establish record-keeping procedures to meet audit and legal requirements.

  • Supervise office services, including telecommunications, mail distribution, and centralized services.

  • Program Management

  • Develop and oversee the school business services program, delegating authority as needed.

  • Ensure compliance with Board policies and maintain management control systems to monitor department activities.

  • Stay informed on trends in school business administration.

  • Insurance & Risk Management

  • Coordinate insurance programs, including student, workers' compensation, liability, and property insurance.

  • Transportation Services

  • Administer the district transportation program, budget, and future transportation planning based on enrollment forecasts.

  • Facility Operations

  • Manage plant operations, maintenance, security, and community use of school facilities.

  • Participate in construction planning and manage invoice processing for new projects.

  • School Facility Planning & Construction

  • Manage relationships with architects, engineers, and contractors, ensuring compliance with legal and safety standards.

  • Oversee the selection of school sites, development of educational specifications, and facility assessments.

  • Food Services

  • Oversee food service operations and ensure compliance with State and federal guidelines for free/reduced-price meal programs.

  • Health & Safety

  • Facilitate employee safety training and implement district safety policies.

  • Develop disaster preparedness plans.

  • General Administration

  • Advise the Superintendent on financial matters and participate in district decision-making and policy development.

  • Support instructional activities by ensuring the availability of necessary business services.

  • Attend professional meetings and fulfill additional tasks as assigned by the Superintendent.

Requirements:

  • NYS School District Business Leader Certification

  • Minimum of five years' experience as a public-school business leader

Position Available: On or about January 1, 2025

Salary: Minimum of $150,000, commensurate with experience
