JOB SUMMARY:
Direct the social services staff to provide counseling, entitlement, health and educational programs and social services. Coordinate clinical services on site.

Ensure adequate mental health, medical, social services, housing placement and substanceabuse services for all clients
Control the quality of services through formal supervision, case conferences and consultationto ensure a high standard of services
Evaluate assessment documentation and establish criteria for program admission
Communicate with referral agencies on admission criteria and bed vacancies
Review charts and database entries
Work with program director and staff to support clinical work
Establish an ongoing training program and staff development to ensure professional andinformed service
Implement casework policies and procedures to ensure continuity of services
Manage collection and analysis of client and program data to generate reports and evaluateprograms
Intervene in major crises to ensure the well-being of staff and clients
Provide technical assistance to case management team as needed
Work jointly with contract medical / mental health providers to ensure timely delivery ofservices
Provides supervision and oversight to supervisory clinical staff (see positions supervised above)
Manages the completion of time clock edits of staff who report to this position.
Monitors subordinates’ compliance with the agency's time and attendance policy;recommends disciplinary action for those out of compliance.
Completion of performance evaluations.
Conducts staff supervision in the absence of the Program Manager.
Assists with disciplinary actions by participating in disciplinary counseling, completingdisciplinary action reports, and recommending employee terminations as needed.
Monitors whether staff have attended required in-service training and schedulesemployees to attend both in-service training and training provided by vendors; conductstraining on clinical subjects, charting, fire safety plan, fire drills, emergency plans andprocedures, building security, volunteers and interns, and site specific exposure controlplan.
Promotes positive employee morale and a culture of compliance in the work environmentto stop or eliminate sexual harassment or any form of employee harassment or employeediscrimination; responsible for taking complaints of sexual harassment, informing theHuman Resources Department of the complaint, and investigating the complaint (asdirected).
Monitors employee accrual totals, approves or recommends approval of employeerequests for time off, and notifies the Department of Human Resources when anemployee should be placed on or taken off Family and Medical Leave (FMLA). Maintainscontact with staff while out on FMLA.
Participates in employment interviews that meet federal, state, and agency regulatoryguidelines.
Has on-call responsibility.
Perform other duties as assigned
ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of the management process, especially as it applies to not-for-profit organizations
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Master’s or Doctoral degree in Human Services field (Social Work, Psychology, Nursing, RehabCounseling, Counseling, etc.) plus a minimum of 3 years progressive supervisory experience in ahuman services setting.
PREFERRED EDUCATION AND/OR EXPERIENCE:
NYS Education Department Licensure in professional field.
Experience with treatment planning and DHS regulations
Ability to supervise case managers and their written work. Coaching when according.
