Toeroek Associates is a dynamic small business provider of specialty consulting and analysis services to the U.S. Government. Our National Security experts include technical and policy specialists in proliferation prevention, biological threat reduction, nuclear non-proliferation, arms control and treaty compliance, nuclear stockpile management, and CBRN support to the warfighter. We currently support DTRA, Air Force, Navy, OSD, and EPA as both a prime contractor and subcontractor team member.

This is an active contract. The position is in the Lorton, Virginia, area

Department of Defense (DoD) Secret clearance is required. International travel required.

This is primarily a project management and acquisition lifecycle support role.

Responsibilities:

This position will function as the Advisory and Assistance Services (A&AS) Project Analyst for the Defense Threat Reduction Agency (DTRA) Cooperative Threat Reduction (CTR). CTR builds foreign partner capacity to prevent, detect, deter, and interdict the illicit trafficking of weapons of mass destruction (WMD) materials, components including delivery systems and support equipment, and dual use technologies that support WMD programs development, production, and operation through the enforcement of strategic trade controls.

The Project Analyst serves as lead A&AS support to the Government Project Officer and is directly responsible for ensuring all project level deliverables meet quality and schedule requirements. The successful applicant will be able to multi-task on a broad range of activities. They are responsible for ensuring that client deliverables meet quality, cost, and schedule requirements. The Project Analyst engage and collaborate with government counterparts on a broad range of activities, including project management; financial management; quality assurance; knowledge management; partner relationship management; acquisition life-cycle support; new country engagements as well as recurring and pop-up tasks.

This is primarily a project and acquisition management role that requires the implementation of Department of Defense (DoD) acquisition strategies to assist and manage projects carrying out international threat reduction activities. Candidates must have a clear understanding of the Federal Acquisition Regulation (FAR), the ability to speak to the full acquisition lifecycle, to include requirements development, market research, purchase request (PR) package development, milestone and funds tracking and monitoring, contract close out, etc.

DUTIES

  • Provides project management support for the full range of program and contract deliverables across various missions and activities in one or more countries/projects.

  • Leverages knowledge of the Federal Acquisition Regulation to support acquisition strategies and milestone tracking through the entire lifecycle of the project.

  • Develops and delivers briefings for senior DoD officials.

  • Assists and advises the Project Officer(s) in project execution and supports planning, budgeting, monitoring, and evaluation of assigned country projects.

  • Supports the Project Officer(s) to prepare project milestone documents (Project Concept Notification, Requirements Validation Review, Project Plans, and others as required).

  • Assists Project Officer(s) with requirements and end-state development.

  • Provides recurring updates to the Directors Operational Imperatives and Weekly Activity Reports.

  • Assists Project Officer(s) to draft contract documents required for purchase request (PR) packages (Initial Strategy Session worksheets, Acquisition Strategy Review Documents, Market Research Reports, Statements of Work, Contract Data Requirement Lists, and others as required).

  • Supports updates to quarterly project fact sheets and regional/country summaries for the Office of the Secretary of Defense.

  • Supports development of project level inputs for Program Objective Memorandum, Project Management Reviews, Annual Report to Congress, Annual Spend Plans, and metrics reviews as required.

  • Supports Project Officer(s) to review proposals for technical approach, logistics, cost realism, and scheduling.

  • Supports acquisition strategies through the entire lifecycle of the project.

  • Supports prompt and thorough responses to short-fuse taskers.

  • Supports country assessments and validating project metrics on a recurring basis.

  • Gains access to, and becomes proficient in, various program systems and tools, to include Automated Trip Request Information Process (ATRIP), Program Budget Management/Web-application Tool, Mercury/Threat Reduction Logistics Services, Consolidated Acquisition Tool, etc.

  • Captures meeting minutes and lessons learned and incorporates solutions to action items and process improvement methodologies.

  • Supports Project Officer(s) in their engagements with implementing contractors and other partners as they ensure that contractual obligations are met.

  • Supports Project Officer(s) to manage regional and country portfolios, including monitoring cost/schedule/scope, budget, deliverables, expenditures, and other needs.

  • Supports Project Officer(s) travel planning and requirements, including ATRIP submission, Antiterrorism Force Protection plans, logistics support requests, trip book development, trip report, and others as needed.

    REQUIRED QUALIFICATIONS AND SKILLS

  • DoD SECRET clearance or higher.

  • Bachelors (B.A. or B.S.) Degree.

  • At least 3 years of project management, Federal Acquisition Regulation, government acquisition or similar experience.

  • Knowledge of and experience supporting the development of required acquisition documentation and process prior to project award (e.g., Needs Statements, Market Research, Statement of Work, Contract Data Requirements Lists).

  • Requirement to work in the office at least 3 days a week. (Teleworking is not guaranteed though. Additionally, cannot live out of state or remote.) The assumption is DoD contract support will return to 4 or 5 days in the office in 2025.

  • Ability to work collaboratively and independently.

  • Excellent communication, critical thinking, and problem-solving skills, as well as an ability to adapt written deliverables depending on the intended audience.

  • Demonstrated proficiency with Microsoft Office tool suites.

  • Demonstrated ability to write for senior leaders.

  • Flexibility/adaptability/suitability to work in a fast-paced environment.

  • Ability to travel internationally. Travel up to 20% of the time. International trips are generally one to two weeks long.

    DESIRED QUALIFICATIONS AND SKILLS

  • Project Management Professional (PMP) certified.

  • 5+ years of related experience.

  • DTRA CTR or Counter-WMD experience.

    The target salary hiring range is $90,000 - $120,000 annually, DOQ. This is a good faith and reasonable estimate of the base compensation at the time of posting. Toeroek offers a competitive benefits package including medical, dental, vision, Life, LTD, STD, and 401K.
