Los Alamos National Laboratory Intellectual Property and Licensing Program Manager (Program Manager 4) in Los Alamos, New Mexico

What You Will Do

Join the Richard P. Feynman Center for Innovation (FCI) to build strategies and a team to manage the intellectual property (IP) and licensing portfolio at the Los Alamos National Laboratory. This position will manage the evaluation, protection, and licensing of technology inventions and software across all Laboratory science and engineering programs, to expand commercial transition in support of U.S. national security missions.

In this role, you will guide a team of licensing professionals to execute the various functions related to IP management and licensing. IP management includes patent and copyright oversight in collaboration with the Office of General Counsel for the Laboratory's software portfolio, all technical inventions and resulting patents, and reporting as required by DOE/NNSA. The IP and Licensing team collaborates across FCI to review new inventions and ensure oversight of the IP from cradle-to-grave. In addition, this position leads the Laboratory's licensing efforts by assessing the commercial viability of inventions and software-related technologies, evaluating the business opportunity, facilitating licensing partnerships and mechanisms, and overseeing agreement development in alignment with Lab Agenda priorities. This includes oversight of royalty plans, budgets and reporting. Overall, the IP and Licensing Program Manager leads the team to collaborate with and support a network of science and engineering staff and management inside the Laboratory, and technology-based companies and other partners outside of the Laboratory, in order to advance technology deployment and commercialization.

What You Need

Minimum Job Requirements:

Technical Knowledge

  • Demonstrated expert-level knowledge and experience in negotiating and drafting IP license transactions at a national laboratory, university or corporation with potential licensees ranging in size from start-ups to large corporations.

  • Expert level knowledge in one or more of the Los Alamos Science and Engineering Capability pillars (https://science-innovation.lanl.gov/pillars/) : Nuclear and Particle Futures (NPF), Weapons Systems (WS), Science of Signatures (SoS), Complex Natural & Engineered Systems (CNES), Information, Science, and Technology and Materials for the Future

  • Advanced understanding of patent and copyright law, various contractual mechanisms, and financial analysis in a national laboratory or university technology transfer setting to inform licensing decisions.

  • Knowledge of patent terminology and filing procedures, including both U.S. and foreign matters; must maintain current knowledge of IP rules and procedures, both U.S. and foreign.

  • Experience outlining business and licensing strategies based on commercial opportunity evaluations, competitive market and IP landscape analysis, and business models.

  • Experience in applying critical thinking to solve complex problems, present options, and make recommendations.

  • Strong organizational and project/program management skills.

Communication Skills

  • Experience brokering with customers and research groups/programs to determine what must be accomplished to meet customers' needs, established timeframes, and Laboratory requirements.

  • Ability to interact effectively and respectfully with all levels of personnel, including management, legal counsel, internal and external stakeholders.

  • Exceptional oral and written communication and presentation skills to articulate concepts and agreement language, using a diverse range of technical and business acumen.

  • Ability to consistently develop, establish, and sustain rapport to foster positive relationships to enhance collaboration and cross-functional effectiveness.

Leadership and Teamwork

  • Experience supervising, guiding, mentoring, and developing professional-level personnel and cultivating a collaborative and innovative team culture to drive successful outcomes.

  • Ability to prioritize strategic actions to maximize resource and time constraints.

  • Team-oriented approach, with ability to take initiative, self-start, prioritize, and manage multiple projects simultaneously to drive projects to completion.

  • Consultative experience in interacting effectively with all levels of internal and external personnel; building trust, gaining consensus, and resolving conflicts.

  • Experience with oversight and reporting on agreement status, facilitating IP and license process improvements to include partner vetting, license agreement templates and compliance in alignment with DOE/NNSA requirements.

Tools and Systems

  • Proficiency in Microsoft Office Suite (Word, PowerPoint, and Excel), and Adobe Acrobat.

  • Familiarity with database systems to track IP and to relate agreements (e.g., licenses) to specific IP in those systems.

Education/Experience: Bachelor's degree in a science or engineering discipline from an accredited institution and an advanced degree (JD or MBA preferred) from an accredited institution and 12 years of directly related intellectual property and program management experience; or an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Knowledge of U.S. Federal, DOE, national laboratory, and university technology transfer practices, legislation, statutes, and regulations.

  • Working knowledge of business contract law and experience in drafting novel or creative contract language when exceptions to standard practice are required.

  • Experience working with legal counsel to validate IP rights for licensing.

  • Possess a network of private sector, academic and government technology contacts.

  • Experience or know-how with taking equity for consideration in licensing agreements.

  • Ability to make technology connections across multiple industries and in science and engineering disciplines.

  • Experience evaluating business and commercial opportunities and developing business models around high-tech and deep-tech applications.

  • Registered as a USPTO patent agent, Technology Transfer Professional (AUTM), or Certified Licensing Professional (LES).

  • Active DOE Q Clearance, or equivalent

Work Location : The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. This position will report onsite will be periodically required. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, October 31st. The annual distribution is prorated based on the number of months in the eligible position.
