Prime Contract Analyst 1- $52,400-$80,600

Proactively involved in negotiating, structuring, and overseeing contractual documents and projects that establish and uphold the business connections between the National Nuclear Security Administration (NNSA) and the Laboratory. Works closely with federal clients and Laboratory managers on contract administration, cost feasibility, requirements management, and performance evaluation. Acts as a dependable authority on prime contract and federal acquisition interpretation, working independently or in consultation with internal and external stakeholders within the prime contract management office.

Job Responsibilities:

1. Prioritizes safety and security as a fundamental duty for all Laboratory employees. Ensures compliance, undergoes required safety and security training, and integrates safety measures into every task, including the ability to halt work if it poses a safety risk or compromises security.

2. Adheres strictly to Laboratory policies and programs.

3. Conducts research, compiles, and evaluates information or data related to a wide range of Laboratory activities within the highly regulated federal contracting environment. Analyzes business issues and dynamic factors influencing programs, providing practical solutions to complex challenges within the prime contract framework.

4. Cultivates a work environment that is mutually respectful and inclusive, promoting freedom from discrimination and harassment.

Prime Contract Analyst 2- $76,900-$122,200

In addition to what was outlined at the lower level, at this level

Job Responsibilities:

1. Analyzes business issues and evolving factors influencing programs within the prime contract, providing well-founded, practical solutions to complex challenges.

2. Cultivates a work environment that is mutually respectful and inclusive, promoting freedom from discrimination and harassment.

3. Utilizes business systems, analyzing input for reporting purposes.

4. Develops formal correspondence, presentations, reports, and internal and external communications.

What You Need

Minimum Job Requirements:

Minimum Job Requirements - Prime Contract Analyst 1:

  • Familiarity with Contract Management, negotiating techniques, and business ethics. Advanced organizational skills for simplifying complex problems.

  • Proficient in oral and written communication.

  • Proven ability to cultivate interface relationships with all customer levels.

  • Knowledgeable in prime contract administration, including the modification process, roles and responsibilities, changes, indemnification, etc.

  • Working knowledge of institutional agreements, memorandum of understanding (MOUs), and system approaches to contractual requirement management.

Additional Job Requirements - Prime Contract Analyst 2:

  • Knowledge of Federal Acquisition Regulations (FAR), cost accounting standards, Department of Energy (DOE), and NNSA procedures, negotiating techniques, and business ethics.

  • Advanced organizational skills for simplifying complex problems.

  • Familiarity with specialized laws and regulations in federal contracting (e.g., Truth in Negotiations Act, export control regulations).

  • Knowledge of organizational policies, DOE directives, management instructions, and acquisition practices.

  • Proven ability to foster interface relationships with all customer and management levels.

  • Proficiency in prime contract administration, including the modification process, roles and responsibilities, changes, indemnification, etc.

  • Proficiency in cost allow-ability in relation to cost-reimbursable contracting.

  • Proficiency in resolving claims and determining cost allow-ability.

Education/Experience at lower level: Prime Contract Analyst 1: Position requires a minimum of two years related experience, or an equivalent combination of education and experience.

Education/Experience at higher level: Prime Contract Analyst 2: Position requires a Bachelor's Degree and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.

Work Environment:

Work Location: The work location for this position is hybrid and is located in Los Alamos National Laboratory. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: L (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Please refer to Policy Policy P701 for applicant eligibility requirements.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
