DEFINITION:
Performs specialized clerical and staff support work in the Executive Office of the Board of Supervisors.
CLASSIFICATION STANDARDS:
Positions allocable to this entry-level class work under the technical and administrative supervision of Head Board Specialists or higher and provide specialized services in support of the Board of Supervisors, Executive Office, Assessment Appeals Boards, and various County commissions and client departments. Detailed instructions are provided and work is frequently reviewed. Positions in this class are typically assigned one or more of a wide variety of clerical and related jobs usually consisting of less complex clerical tasks. Incumbents handle a high volume of written correspondence, telephone and in-person contact in response to inquiries by elected officials, County staff, the public and media. They must effectively communicate with people from varying backgrounds, organizational levels and with diverse purposes for seeking assistance from the Executive Officer of the Board. Board Specialists learn to apply a working knowledge of departmental rules, policies and procedures, special terminology and skills in the use of various computer and automation systems associated with the area of assignment.
Essential Job Functions
Composes the basic agenda entries, minute entries, communications, statements of proceedings, and legal notices for meetings of the Board of Supervisors.
Participates in the general clerical functions affecting special districts and City boundary proceedings, such as filings with the Secretary of State and the State Board of Equalization, setting hearings before the Board of Supervisors, securing necessary resolutions from County Counsel, and calling elections.
Processes assessment appeal petitions for the equalization of real and personal property assessments, schedules hearings before the Assessment Appeals Boards, and clerks, records and communicates actions taken by the Boards and assessment hearing officers.
Composes the basic agendas, minutes, and letters of actions taken at various County commissions, Joint Power Authority Commissions, and non-profit corporations, and provides other support services including gathering data and compiling reports for presentation at meetings.
Coordinates for and attends Board of Supervisors, commission and other meetings as required to obtain information needed and to communicate actions taken.
Prepares the payroll data necessary to produce total pay using eHR, and provides other clerical payroll services for the Department, various client departments and commissions.
Participates in providing various personnel and special services including budget projections, the County employee service recognition award program, temporary clerical services, and Closed Session luncheons.
Participates in coordinating a light volume of procurement and other clerical activities, including ordering, securing, and providing supplies, equipment and office services to the Board Offices, Executive Office, and County departments and commissions.
Composes and prepares the less difficult correspondence, reports and other material for signature or approval using computer software such as Word, Excel and other programs. Performs data entry into excel spreadsheets, databases and eCAPS.
Answers inquiries and procedural questions from operating departments, the Chief Executive Office, County Counsel, Board Offices, commissions, employees and the public.
Maintains files of official records of the Board of Supervisors, Assessment Appeals Boards, commissions and other groups and retrieves information when needed from these records to comply with Public Records Act and other information requests.
Assists in receiving and processing Conflict of Interest Form 700 filings including oral and written communications with filing Officers/Officials for numerous agencies.
Assists in coordinating elections for members of the Board of Retirement and the Board of Investments of the Los Angeles County Employees Retirement Association.
Assists in receiving and processing Lobbyist registrations and amendments and initiating investigations of alleged violations of the County's Lobbyist Ordinance.
Receives and routes mail to the proper Board Offices, Executive Office, Chief Executive Office, County Counsel, commissions or other client departments.
Participates as a team member on projects related to the department's strategic plan; makes recommendations for the solution of problems of organization, program, procedure, budget or personnel, as needed.
Participates in the review of State and County legislation in order to implement new policies and procedures that affect the Executive Officer-Clerk of the Board of Supervisors.
Participates in discussing new and existing policies, procedures or procedural issues with departments or commissions affected and in reviewing procedures making changes where necessary.
Performs other assignments as required.
Requirements
MINIMUM REQUIREMENTS:
One year's office clerical experience, six months of which must have been in a specialized clerical capacity at the level of Los Angeles County's class of Intermediate Clerkor Intermediate Typist Clerk*-OR-Six months office clerical experience in the Department of the Board of Supervisors performing various clerical assignments.
Special Requirement Information:
*Intermediate Clerk is defined as: performing specialized clerical duties requiring a working knowledge of specialized subject matter and the specialized clerical functions involved and the use of initiative and independent judgment within procedural and policy limits.
**Intermediate Typist Clerkis defined as: performing skilled typing work and specialized clerical duties requiring a working knowledge of specialized subject matter and the specialized clerical functions involved and the use of initiative and judgment with procedural and policy limits.
LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
PHYSICAL CLASS:
Physical Class II – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

ELIGIBILITY INFORMATION:

Benefit Information: Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a “new member” of the County’s defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) – unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security, but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%. The Los Angeles County Employees Retirement Association (LACERA) has reciprocal agreements with several public retirement systems in California.

Employment Eligibility Information: Final appointment is contingent upon verification of U.S. citizenship or the right to work in the United States. Immigration law provides that all persons hired after November 6, 1986, are required to present original documents to the County, within three (3) business days of hiring, which show satisfactory proof of 1) identity and 2) U.S. employment eligibility.
