Essential Job Functions

What are some of the responsibilities of the Chief, Psychological Services at Department of Human Resources?

  • Manages the Counseling and Evaluation section’s staff (e.g., Clinical Psychologists, Supervising Psychologists, Psychiatric Social Workers) by establishing performance requirements and personal development targets.

  • Oversees the performance of Fitness-For-Duty evaluations, pre-employment psychological evaluations, as well as appeal evaluations at the Countywide level by providing guidance to the Clinical Psychologists in determining the purpose and scope of the evaluation, selecting the appropriate assessment tools and methods to address the relevant type of evaluation, gathering relevant information, interpreting the results of psychological assessments, and preparing a report summarizing the findings.

  • Oversees the operations of the Los Angeles County’s Employee Assistance Program by providing guidance to the clinicians in addressing issues that are presented by employees seeking counseling and providing psychoeducation Countywide to employees.

  • Develops and revises policies, plans, and procedures as it relates to the functions and evaluations conducted by the Counseling and Evaluation section of the Human Resources Department.

  • Serves as a Subject-Matter Expert in a variety of settings (e.g., court, Civil Service Commission hearings), more specifically to provide testimonies, by appearing in court; serving as the main contact person for internal/external Counsels; and working with other County departments in order to provide support mitigating organizational changes.

  • Provides trainings on risk assessment, psychological Fitness-For-Duty evaluations, and trainings Countywide to various audiences by developing training materials; conducting in-person meetings in order to offer guidance for the well-being of the workforce.

Requirements

What do you need to qualify for this position?

In order to be considered, individuals must satisfy the requirements listed below.

  • A Doctorate* from an APA accredited college or university with specialization in a field of clinical psychology. -AND-

  • Five years' post-licensure professional experience in the application of psychological techniques as well as psychological evaluations/assessments, three years' of which must have included experience in developing, implementing and supervising a psychological program.

LICENSE REQUIREMENT:

A License* to practice as a Clinical Psychologist issued by the CA Board of Psychology. Must be compliant with POST (California Peace Officer Standards and Training) CPE requirements.

SPECIAL REQUIREMENT INFORMATION:

*In order to receive credit for the Doctorate and license, a legible copy of the license, and official diploma, official transcripts, or official letter from the accredited institution which shows degree has been conferred and the area of specialization must be submitted with your application at the time of filing or within seven (7) calendar days from application submission. Note: Foreign studies must be evaluated by an academic credential evaluation and deemed to be equivalent to degrees from the United States. Benefit Information: Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a “new member” of the County’s defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) – unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security, but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%.
