Job Summary

The Encounter Data Analyst II will be responsible for replicating government regulator reporting and building analysis to provide internal insight into tracking encounter data KPI against benchmarks. This responsibility will include interacting with data analyst resources at the State of California DHCS to validate assumptions and gain alignment with DHCS analytics processes.

The Encounter Data Analyst II applies data analytics techniques, data mining strategies and data aggregation to provide insights and recommendations to enhance operational performance and highlights operational efficiencies and deficiencies. Furthermore, the Encounter Data Analyst II will also package and present their work product in both recurring and ad hoc reporting as well as to key stakeholders and other interested parties.

Duties

Interacts with large data sets to develop visualization, metrics, reports and analysis and present it to the team or management to help them make data-driven decisions for the company

Designs, develops, and generates ad hoc or production reports that may evolve into complex data analysis/data integration projects that this individual may be responsible for maintaining. Periodically maintains complex data analysis/data integration projects. Works with Information Systems Analysts when ongoing reports are accurately transfer for production.

Digests and interprets rules and regulations from various government agency and assess both impact on current projects and deliverables as well as anticipated need for new projects and deliverables to remain compliant with directives from regulators.

Interprets and documents both written and verbal specifications. Takes basic instructions or specifications and interviews the client for complete details sufficient for writing data queries based for ad hoc and ongoing encounter measures. Documents and develops procedures for analytics and report development. Applies experience and best practices to develop appropriate relationships between the field elements in encounters and claims, membership, and provider databases.

Influences management and line staff with recommendations generated from data analysis. Drives initiatives to completion working in a highly matrixed environment.

Education Required

Bachelor's Degree in Data Analytics or Related Field

In lieu of degree, equivalent education and/or experience may be considered.

Education Preferred

Master's Degree

Experience

Required:

At least 3 years work experience with report generation and analytics.

At least 2 years’ experience programming with SAS and/or SQL.

Preferred:

At least 1 year work experience with report generation and analytics using health care data with focus on elements from encounter/claims, membership, and provider data.

Skills

Required:

Working knowledge of relational databases, database structures.

Working knowledge of MS Access, Excel, and Word software.

Ability to problem solve, manage multiple priorities and research conflicting and/or inaccurate data.

Strong interpersonal skills, including the ability to influence management at various levels of the organization
