Job Summary

The Manager, Social Services is responsible for managing social workers within perspective programs in our Social Services Department. This position performs a wide variety of managerial and administrative functions to assess department’s needs and ensures program objectives and performance targets are met. This includes day-to-day oversight of department activities, which includes, but is not limited to, intake process; review and adjudication of referrals and request and authorizations; member assessments to providers and community resources; care coordination and coordination of services, provision of appropriate member referrals; reviewing outcome measures and productivity, and supporting staff with complex tasks.

This Manager also helps in planning, developing, and evaluating the social services programs, which includes, but is not limited to, establishing strategic partnerships with community resources, the provider network and other community based organizations; evaluating and improving processes, program and policy development, performing staff development activities and performance evaluations. In addition, this posiiton participates in department team meetings, and serves as a liaison between management, the community and staff.

The Manager, assures all department functions are operating in accordance with the organization’s mission, values, and strategic goals; the Manager also assures individual department goals are responsive and sensitive to the needs of L.A. Care’s culturally diverse membership. Manages all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct and indirect staff reports.

Duties

Provides day-to-day oversight of Social Workers and department activities; including but not limited to, reviewing the referral, request and authorization process, assessments of members, care planning process, and coordination of services. Develops guidelines in consultation with Social Services Director.

Assesses and analyzes staff development needs; provides continuous guidance to staff in the development through supervision; Counsels and coaches staff in consultation with Director and in conjunction with Human Resources, as needed. Ensures competencies and assures staff has access to appropriate training, skill building and professional growth opportunities to deliver high quality social work services.

Plans, develops, implements, and improves/evaluates social services activities, policies and procedures, guidelines, processes, and the delivery of social work programs and services.

Participates and provides leadership in Social Services program and policy development. Identifies community resources.

Assists in special projects to address needs of members in the community.

Maintains statistics and quality reports for the Social Services Department. Prepares quality and productivity reports based upon request.

Manage staff, including, but not limited to: hiring staff, monitoring of day to day activities of staff, monitoring of staff performance, performance reviews, mentoring, training, and cross-training of staff, handling of questions or issues, etc. raised by staff, encourage staff to provide recommendations for relevant process and systems enhancements, disciplinary matters for direct reports, among others.

Master's Degree in Social Work

Experience

Required:

Minimum of 3 years working with adults, seniors, persons with disabilities, individuals with chronic health conditions, and/or dually diagnosed individuals, particularly homeless services and resources.

At least 3 years of leading staff or supervisory/management experience working in a health care setting or social agency.

Experience in building and maintaining business relations.

Equivalency: Completion of the L.A. Care Management Certificate Training Program may substitute for the supervisory/management experience requirement.

Preferred:

Working experience with chronically homeless individuals.

Skills

Required:

Strong customer service skills.

Excellent verbal and written communication skills.

Strong analytical, conflict resolutions and persuasion skills.

Proficiency with Microsoft Office including Outlook, Word, and Excel.

Ability to relate to patients, families, co-workers, the multi-disciplinary team and community agencies in a professional and sensitive manner.

Preferred:

Knowledge of resources in Los Angeles County, particularly homeless services and resources.

This position will also manage Social Workers deployed to offsite locations and attends member grievances.
