Rincon Consultants People Operations Manager in Los Angeles, California

Rincon Consultants, Inc. is seeking a People Operations Manager  who will be responsible for HR compliance, reporting and analytics, policy development and implementation, compensation and benefits, and payroll management. The People Operations Manager reports to the Chief People Officer and delivers on our people-first initiatives, ensures compliance with multi-state employment requirements, and ensures HR processes are streamlined and effective. This position has exposure to all aspects of our fast-paced, consulting firm; pivoting quickly, managing multiple priorities, providing high-touch, responsive and accurate solutions, and collaborating effectively with highly skilled and specialized colleagues are requirements for this role.

While this role may offer flexible work arrangements that can include a mix of in-office and remote work, our changing business needs will ultimately determine our level of remote-work flexibility. Additionally, to promote in-person collaboration and client teaming, we prioritize hiring those who reside within 50 miles of a Rincon office which currently includes: Carlsbad, Fresno, Los Angeles, Monterey, Oakland, Palm Springs, Riverside, Sacramento, San Luis Obispo, San Diego, San Jose, Santa Barbara, and Ventura. Please note, this position is listed for the City of Los Angeles but is also available at all the locations stated in this job description.

Overview of Key Duties and Responsibilities:

HR Compliance

  • Responsible for ensuring compliance with all applicable local, state, and federal employment laws and regulations

  • Regularly updating HR policies according to legal requirements, conducting routine compliance audits, and staying current with changes in labor laws and regulations to recommend appropriate policy updates

Payroll Management

  • Oversee and manage Rincon’s payroll function in conjunction with the Payroll Administrator

  • Ensure accuracy of payroll and necessary adjustments are made on a timely basis

  • Multi-state payroll experience required

Compensation and Benefits Management

  • Manage and oversee the design, implementation, and administration of comprehensive compensation programs

  • Conduct market research to ensure competitive pay structures, creating, and maintaining job descriptions with corresponding salary ranges, and administering benefits programs

  • Coordinate with external vendors and brokers to manage benefits effectively in collaboration with the Benefits Administrator

Policy Development and Implementation

  • Develop, review, and update Employee Handbook and other HR policies and procedures to ensure they meet Rincon’s needs and comply with legal requirements

  • Responsibilities include writing in collaboration with others and disseminating approved policies across Rincon, providing training, and ensuring adherence

  • Regular collaboration with legal and compliance teams to align policies with laws and regulations, and ongoing monitoring of policy effectiveness to suggest improvements

HR Analytics and Reporting

  • Responsible for collecting, analyzing, and interpreting HR data relating to compliance, compensation, and benefits.

  • Prepare regular reports and tracking key HR metrics and generating compliance reports as needed

  • Identification of trends from the data, providing actionable insights for decision-making, and recommending data-driven enhancements to HR programs and practices

This Job Might Be For You If You Have The Following:

  • 7+ years of multi-state, human resources experience with prior experience in a consulting firm highly desired

  • Prior experience as a specialist in the functional areas of compensation, benefits, and payroll

  • Excellent verbal and written communication skills

  • Excellent interpersonal skills; demonstrated success building and maintaining strong internal and external relationships

  • Demonstrated ability to partner with managers and business leaders in an influential manner; comfortable interacting with all levels in the organization

  • Strong organizational and time-management skills

  • Computer literate and technologically skilled

  • A desire to continually improve processes and research and implement best practices

  • Exercises good judgment and maintains strict confidentiality

  • A team player with the ability and willingness to pitch in as needed in areas outside one’s own core expertise

The base salary range for this full-time position is $101,000-$124,000, plus a generous benefits program. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
