U.S. Air Force - Agency Wide RECORDS AND INFORMATION MANAGEMENT SPECIALIST in MacDill AFB, Florida

The primary purpose of this position is to serve as a Headquarters-level Records and Information Management Specialist with responsibility for program evaluation and advice to upper-level management on direction, control and provision of policy, and procedural guidance & assistance for the effective establishment and maintenance of USCENTCOM's Records Management program. Responsibilities Plans, organizes, and directs the activities of the command's records management, publications management, and eDiscovery programs, ensuring that all programs comply with legal and regulatory requirements and meets customer needs. Conducts program reviews, using substantive knowledge of organizational mission/function and work processes, providing RM program structure advice, (staffing, organization, method, and distribution of work) in functional areas to assure compatibility with statutory/regulatory requirements and organizational needs. Manages functionality of the Command's Electronic Records Management Application (ERMA) and other complex analytical document tool programs for command records lifecycle management. Performs as the electronic system functional manager for all Command electronic records keeping applications. Oversees, identifies, and archives Electronic Information Systems (EISs) and EIS related records throughout the life of the system. Assists with Headquarters-level publications and forms program administration, providing program analysis and advice to senior-level management and assistance and training to staff. Provides guidance and assistance to action officers on all aspects of the Freedom of Information Act (FOIA), Privacy Act (PA) and Declassification Programs. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of records management laws, regulations, rules, policies and procedures, principles and concepts of information governance of various phases of Records and Information Management (RIM), and the complete records process and content management framework that supports the entire life cycle of agency records. Knowledge of statutory, regulatory and other legal requirements associated with information resources management, records management, privacy, access, copyright and patent, admissibility of documentary evidence, and ethical and professional conduct. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery knowledge of statutory laws and understanding rules, regulations, and procedures from Congress, DoD, and joint environment concerning records management, publications management, and eDiscovery to translate legislation into program goals, actions and services and evaluate potential impact to USCENTCOM's management of records. 2. Knowledge of management processes involved in the lifecycle of records including electronic publications and forms analysis and design, information systems design; reports and directives management; correspondence and archiving and retrieval systems, both manual and technology-enabled; records appraisal; archival management, and NARA retirement and Washington National Records center transfer procedures. 3. Comprehensive knowledge of analytical and evaluative methods, procedures, and skill in evaluating program operations to develop comprehensive long-range plans and to analyze work processes and continually improve them to meet program requirements. 4. Extensive knowledge of Electronic Records Management Applications, search and retrieval processes sufficient to identify, locate and provide documentary evidence of subpoenas or audits, Freedom of Information Act requests, and investigations of ethical and professional conduct while complying with statutory, regulatory, legal and other requirements. 5. Knowledge of documentation or library methods and techniques used to process information, historical records, or similar repositories and associated knowledge of special techniques, methods and devices used in semi and automated information systems. 6. Ability to communicate effectively, orally and in writing, and train others on processes and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
