Overview: [MANCON is seeking a Program Manager (PM) for a potential Defense Logistics Agency (DLA) contract award performing Chemical Management Services (CMS) at Warner Robins Air Force Base. The PM shall perform overall management of all work executed under the contract and have full authority to act on all matters relating to Contract Performance. The PM will lead a team of logistics personnel dedicated to delivering the highest quality of services in a safe and timely manner. The PM must possess experience with CMS in an industrial environment providing end to end supply chain management including the acquisition, handling, and disposal of hazardous materials (HAZMAT).

  • Manage CMS and Third-Party Logistics (3PL) services that meet the requirements of Warner Robins Air Logistics Complex (WR-ALC).
  • Promote and adhere to compliance with all Safety and Environmental Programs, and employ protocols to maintain safety in the workplace.
  • Develop and implement Standard Operating Procedures and a Quality Assurance Program to achieve contract performance requirements.
  • Execute Continuous Improvement Program to increase efficiency, enhance performance, and improve value in all functional areas of the contract.
  • Manage employee training and cross-training programs.
  • Monitor contract finances, budget, and cost control.
  • Cultivate communications and serve as the primary point of contact with all contract stakeholders.
  • Prepare contract performance reports and participate in meetings with DLA Aviation and WR-ALC personnel.
  • Manage and successfully accomplish contract transition and start-up.
  • Assist in the identification, hiring, and retention of contract personnel.

Qualifications:

  • Five (5) years experience in the field of CMS and supply chain management.
  • Knowledge and expertise of environmental program management.
  • Three years experience using a HAZMAT Tracking System.
  • Possess analytical skills and critical thinking capabilities.
  • Communication, organizational and time management skills.
  • Ability to prioritize and handle multiple tasks simultaneously.
  • Expertise in desktop computer applications including Microsoft Office Suite.
  • Valid drivers license.
  • Capable of obtaining and maintaining Department of Defense SECRET Clearance.
  • Additional applicable certification may be required
  • Bachelors degree in business, logistics, or related field of study; may substitute ten years of managerial experience in CMS and supply chain management for Bachelors Degree.
