Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This position is for an IT Specialist (PLCYPLN), Position Description Number D1581000 in the JFHQ - GA NEC located at Marietta, Georgia. This is a full-time, Excepted Permanent, dual status position which requires Georgia Army National Guard Membership. Area of Consideration: Open Nationwide to all current members of the Army or Air National Guard. Responsibilities As an Supervisory IT Specialist (PLCYPLN), GS-2210-13, you will: Plan, organize, and direct the activities of the organization, ensuring that the advice and assistance provided complies with legal and regulatory requirements and meet customer needs. Develop goals and objectives that integrate division/branch and overall C4 program objectives. Research, interpret, analyze and apply applicable C4 guidelines, policies and objectives. Establish policies and procedures for accomplishment of the organization's C4 mission. Coordinate plan and schedule with other organization managers and customers as appropriate. Identify need for changes in priorities and take action to implement such changes. Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules. Balance workload and provide advice, guidance, and direction on a wide range of technical and administrative issues. Structure assignments to create effective and economical positions. Coordinate with other information management organization managers and customers as appropriate. Review organization mission, functions, and manning. Identify requirements and initiate requests for additional resources including personnel, overtime, equipment, supplies, and space to ensure success in meeting goals and objectives. Provide advice to supervisor on significant issues and problems related to work accomplishment. Establish metrics and analysis systems to ensure actions are timely and reviewed at critical points. Accept, amend, or reject work presented by subordinates. Perform self-inspection and present a detailed and comprehensive report with any corrective action taken to supervisor. Follow-up to ensure complete and quality resolution of discrepancies. Assess and revise policies and procedures as needed to improve quality, timeliness, and efficiency of work. Exercise supervisory personnel management responsibilities. Advise and provide counsel to employees regarding policies, procedures, and directives of management. Select or recommend selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develop, modify, and/or interpret performance standards. Explain performance expectations to employees and provides regular feedback on strengths and weaknesses. Hold employees responsible for satisfactory completion of work assignments. Appraise subordinate workers performance ensuring consistency and equity in rating techniques. Recommend awards when appropriate and approve within-grade increases. Hear and resolve employee complaints and refer serious unresolved complaints to higher-level management. Initiate action to correct performance or conduct problems. Effect minor disciplinary measures such as warnings and reprimands and recommend action in more serious disciplinary matters. Prepare documentation to support actions taken. Identify employee developmental needs and provide or arrange for training (formal and on-the-job) to maintain and improve job performance. Encourage self-development. Approve master leave schedule assuring adequate coverage for peak workloads and traditional holiday vacation time. Demonstrate sensitivity to ideas of subordinates. Promote an environment in which employees are empowered to participate in and contribute to effective mission accomplishment. Discharge security responsibilities by ensuring education and compliance with security directives for employees with access to classified or sensitive material. Recognize and take action to correct situations posing a threat to the health or safety of subordinates. Apply EEO principles and requirements to all personnel management actions and decisions, and ensure all personnel are treated in a manner free of discrimination. Periodically review position descriptions to ensure accuracy, and the most effective utilization of personnel resources. Explain classification determinations to subordinate employees. Represent the organization with a variety of state and functional area organizations. Establish, develop, and maintain effective working relationships with National Guard Bureau and state personnel at all management levels. Meet with key customer and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise. Participate in special projects and initiatives and perform special assignments. Identify the need for special projects and initiate milestones and goals. Evaluate reports by analyzing facts and performing appropriate research and prepare detailed responses. Determine appropriate recommendations for unresolved or questionable problems and perform follow-up. Research and determine or recommend appropriate actions or interpretation of issues that impact organization, installation, command, or agency. Perform other duties as assigned. Compatible Military Assignments: OBR: 25 OAC: 53 General Experience: Candidate must possess experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the understanding of the stages required to automate a work process; experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. Specialized Experience: Candidate must possess at least 36 months specialized experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; and experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Specialized Experience for Supervisory Positions: Candidate must possess experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. Preferred Qualifications: Billing Official (BO) experience and qualifications; IT Metrics and reporting experience and qualifications. Education There is no substitution for experience for this position or grade.
