Air Mobility Command JOINT INTERFACE AND NETWORK OPERATIONS SPECIALIST in McGuire AFB, New Jersey

The primary purpose of this position is: To perform duties as Joint Data Network Officer, contract Quality Assurance Evaluator (QAE), security advisor, facilities/equipment specialist and Wing Link Unit Manager for the Command Mission Planning Center (MPC) operations. Responsibilities USAF Network Warfare Center Joint Data Network Officer (JDNO), technical expert/advisor to leadership on operation, maintenance, and equipment configuration of the air and space Common Tactical Picture (CTP). Establishes, develops and maintains effective work relationships. Ground Control Intercept and Surface Air Defense Integration. Manages MTCCR Ground Control Intercept (GCI) and Data Link operations for testing and training of Department of Defense (DoD) combat assets. Range Contracts, Quality Assurance Evaluator (QAE). Maintains in-depth working knowledge of various range contracts which affect daily operations. Requirements Conditions of Employment Qualifications (Con.) This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Key Position: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes Joint Data Network Officer (JDNO) qualified expert knowledgeable of a comprehensive range of Common Operational Picture (COP) and Common Tactical Picture (CTP) concepts, principles, and systems/equipment, including those that have complex technical requirements and require extensive specialized training and experience. - Knowledge of methods and techniques to execute complex MPC CTP and Live Virtual Constructive (LVC) architecture spanning the entire Major Range and Test Facility Base (MRTFB) tactical data link Area of Responsibility. Knowledge of methods and techniques to execute complex responsibilities of Combat Crew Communications for maintenance and distribution of COMSEC in support of MPC and deployment operations. Knowledge of how the CTP Management Cell and AOC/Control and Reporting Center (CRC) execute the Commander Air Mobility Command (COMAMC)'s directives and overall integration into AMC mission. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Qualified and knowledgeable of Joint Interface Control Officer (JICO) concepts, principles, and practices of specific systems/equipment, required security and safety regulations, practices, and procedures. Knowledge of the mission, roles, functions, organizational structures and operations of Coalition, Joint and Air Force data link capable weapon systems to provide guidance for joint interface control operations. Skill in providing technical advice in the form of oral and written briefings, reports, and recommendations to senior leadership and technicians. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; as well as identifying and analyzing complex technical problems and developing innovative solutions. Ability to plan, organize, and direct the functions of an organization and associate organizations, and reprioritize work to meet changing deadlines. Ability to develop and conduct training to ensure proper operation of data link systems/equipment; and communicate well, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
