ManTech is seeking a dynamic technologist to lead the architecture, engineering, and operations of a mission-critical infrastructure support program within our Homeland Security Division. As the Executive Director, you will be responsible for planning, directing, and managing ManTech’s team (including subcontractors) as well as building on ManTech’s presence at the CBP. The successful candidate will be responsible for leading and managing the activities of a diverse and sophisticated set of requirements including border security technologies such as Automated License Plate Readers (ALPRs), high-speed RFID readers, and biometrics in addition to IT infrastructure, 5G, and network support systems. This role will serve as the thought leader, mentor, and escalation point to multiple technical teams and client stakeholders.

Responsibilities include but not limited to

  • Proven ability to motivate, enable, direct, and supervise a multi-disciplined technical team of up to 200 FTEs located throughout CONOUS locations to meet ongoing operations, project, and deliverable requirements.

  • Responsible for growing ManTech’s revenue base through winning additional task orders.

  • Responsible for overarching contract performance as well as resource allocation(s).

  • Serves as a point of contact on their programs between ManTech and the customer.

  • Serves as a point of contact for core team members and prospective subcontractors.

  • Approaches to recruit top technical and management talent to work on their programs.

  • Approaches to managing successful employee retention and engagement programs.

  • Experience translating business objectives into technical execution strategies, and execution of strategies through strong collaboration and agile leadership across customer and ManTech teams.

  • Understanding of CBP’s Integrated Travelers Initiatives and established relationship with CBP’s Office of Information and Technology (OIT) and Passenger Systems Program Directorate (PSPD).

  • Experience with managing technical teams that procure, deploy, and maintain license plate readers (LPR), Radio Frequency Identification (RFID) readers, biometric systems, signage, and mobile technologies.

Minimum Qualifications

  • A Bachelor’s in an IT, engineering, or science discipline and 6+ years of experience in a technical leadership role is desired. Additional 4 years of experience may be substituted for degree

  • Familiar with the Business Development and Capture process.

  • Exceptional communication, team building and mentoring skills. Strong ability to prioritize, handle multiple assignments simultaneously, and switch between assignments quickly. Strong ability to create and maintain formal and informal networks.

  • An Agile or Project Management certification such as Certified ScrumMaster, PMI Agile Certified Practitioner, SAFe Agilist or SAFe for Government, Project Management Professional (PMP) or Program Management Professional (PgMP) Certification is desired.

Preferred Qualifications:

  • A Master’s degree or higher.

  • Previous Senior Executive Service (SES) experience at DHS.

  • Familiar with the Shipley process

Security Clearance Requirements:

  • Current/active TS/SCI with Polygraph.

Physical Requirements:

  • Office work, typically sedentary with some movement around the office.
