Department Summary:

The Center for Integrated Transportation (CIT) within the MITRE Corporation is seeking an organized, detail-oriented, and customer-focused Business Operations Analyst to join the CIT Program Management Office (P261) located in McLean, VA. CIT runs the Federal Aviation Administration’s (FAA) Center for Advanced Aviation System Development (CAASD) federally funded research and development center (FFRDC) and executes a diverse work program supporting the FAA and other customers. Our department is focused on providing program management support to the CAASD FFRDC and the divisions within CIT. The department works closely with other organizations across MITRE to ensure the CIT work program is executed effectively and efficiently. Roles & Responsibilities:

Work closely with the P261 Senior Manager to address known and emerging operational needs of the Center through the following duties:

  • Manage and execute processes for semi-monthly FAA invoice submissions. Coordinate with Program Finance, CIT Division operations staff, and Accounts Receivable on validating invoice backup detail information (ODCs and Travel Expenses) and conduct outreach to PLs and staff as necessary.

  • Establish and manage processes for management of government property purchased under the CAASD contract. Coordinate with MITRE Property organization on ensuring that all direct project property is accounted for and represented accurately on reports for submission to the FAA quarterly and as needed.

  • Lead efforts to develop materials for CIT Project Leader training & education. Collaborate with P261 Senior Manager and CIT Outreach & Engagement Manager on orchestrating and executing periodic meetings with and communications to the CIT Project Leader community on topics of interest

  • Assist in identifying opportunities to achieve CAASD small business contracting goals. Collaborate with business partner organizations (Finance, Contracts) on engagement with CIT Department Managers, Outcome Leaders, and Project Leaders to raise awareness of goals and implement methods to improve and measure CIT’s performance against those goals.

  • Lead material development of operational topics and facilitating biweekly Integration and Operations (I&O) meetings with CIT Department Managers and Outcome Leaders

  • Lead organization, planning, and facilitation of Quarterly Product Review Board in-person meetings with FAA PMO and senior stakeholders. Establish presentation templates, coordinate across CIT leadership on content generation, consolidate inputs from teams, and collaborate with FAA PMO on agenda & topics

  • Manage process and procedures and handle all internal communications with admin staff for to ensure all CIT admin staff understand expectations regarding the product delivery process

  • Collaborate with CIT P260 team on operational execution and efficiency improvements:

  • Evaluate existing CIT business operations processes and practices, and proactively identifying ways they could be streamlined or improved. Utilize business process modeling tools (iGrafx, Visio) to develop process models. Document procedures for staff to follow on Confluence pages.

  • Collaborate with CIT PMO team and partner organizations (Finance, Contracts, Global Security Services, etc.) on recommending and implementing solutions to address process gaps and improve process efficiency and effectiveness

  • Develop expertise through cross-training in the FAA MOD process and collaborate with CIT PMO team in executing activities to bring work under contract (IWR review & distribution, coordination with Finance and PLs, PBWP updates, etc.)

  • Investigate data quality issues and proactively take actions to resolve the data errors or gaps. Engage with CIT Outcome Leaders, Department Managers, Project Leaders, Finance teams, and P260 analytics team to implement necessary fixes and updates to correct data quality issues and ensure they are not repeated.

Basic Qualifications:

  • Typically requires a minimum of 5 years of related experience with a Bachelor’s degree; or 3 years and a Master’s degree; or a PhD without experience; or equivalent combination of related education and work experience.

  • Applicants selected for this position may be subject to a government security investigation and must meet eligibility requirements for access to sensitive information or applicants who are eligible for security clearances.

  • Knowledge and proficiency in Microsoft Office tools, including MS Office (PowerPoint, Outlook, and Excel), MS Teams, SharePoint; familiarity with knowledge sharing tools including Confluence.

  • Excellent organizational skills with the ability to effectively handle multiple assignments (e.g., multi-task)

  • Self-motivated, detail-oriented, action-oriented problem solver, with excellent communication skills who can work collaboratively as part of a team and with limited direct supervision.

  • Demonstrated experience with business process re-engineering techniques and tools (e.g., Visio)

  • Passion for improving efficiency of operations, leveraging new technology and best practices

  • Strong interpersonal skills and excellent written and oral communication skills

  • Experience developing sophisticated presentation materials for manager-level audience

  • This position requires a minimum of 4 days a week on-site

Preferred Qualifications:

  • Master’s degree and minimum 2 years of related work experience

  • Knowledge of MITRE Business Processes and supporting enterprise tools (e.g., Clarity, Salesforce, TRS)

  • Previous experience supporting a large, dynamic, fast paced team
