Department Summary:

The Center for Enterprise Modernization (CGEM) Treasury, Economics, and Commerce (TEC) Division is a rapidly growing organization, focused on increasing engagements with federal public agencies to support our sponsors’ missions of building a strong, resilient economy. We are seeking highly motivated, enthusiastic individuals with diverse skillsets who are interested in contributing to the exponential and exciting growth of our work within the Commerce Department.

MITRE is seeking a Senior Cost Analyst to contribute to a growing and diverse portfolio of sponsors within our department. The person in this position will work with a multidisciplinary team to provide cost expertise on large scale programs with senior level government officials

Roles and Responsibilities:

  • Provide guidance and recommendations to mature and maintain large-scale, enterprise life cycle cost estimates (LCCE).

  • Research and provide best practices and standards for cost estimation from across the federal government and private industry to enhance our cost estimation models.

  • Develop and update models and cost documentation, including independent point program office estimates (POE) and independent cost estimates (ICE).

  • Guide sponsors to understand and align cost practices and documentation with GAO best practices and other internal and external program reporting requirements.

  • Provide guidance to sponsors in planning and preparation of internal and external cost review boards and audit reviews.

  • Facilitate stakeholder engagement on cost models and cost estimates.

  • Enhance cost management and the use of cost for budget formulation and reporting.

Basic Qualifications:

  • Experience developing independent cost estimates, lifecycle cost estimates and/or software cost estimates for large-scale federal programs.

  • Experience in effectively working with program/project managers and budget staff in using cost estimates to make resource allocation decisions in support of the Planning, Programming, Budgeting and Execution (PPBE) and Capital Planning and Investment Control (CPIC) processes.

  • Possess a deep understanding of Government Accountability Office (GAO) best practices and reports on budget, strategic and performance planning, and accountability.

  • This position requires a minimum of 50% hybrid on-site

  • Requires a minimum of 5 years of related experience with a Bachelor’s degree; or 3 years and a Master’s degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience.

  • Applicants selected for this position will be subject to a government security investigation and must be eligible for security clearances

Preferred Qualifications:

  • Experience in GAO cost estimate audits and in developing plans to address any negative audit findings.

  • Familiarity with IT cost estimation software/applications.

  • Familiarity with federal acquisition process and documentation.

  • Experience demonstrating effective facilitation of milestone reviews and the preparation of cost, financial, schedule, contract and other data to inform program and portfolio management decisions.

  • Ability to communicate and synthesize complex concepts

  • Ability to work independently and/or in a team environment to meet expected sponsor outcomes.

  • Dedicated to quality and developing quality models and documentation

  • Energetic self-starter with excellent organizational and inter-personal skills.
