Department Summary:

The mission of the Border Security Department is to improve our impact on U.S. Customs and Border Protection (CBP) operations in the areas of border security, law enforcement, and immigration as part of the Center for Securing the Homeland (CSH). Our current work program includes support in the areas of mission engineering, systems engineering, program acquisition and management, sensors and surveillance, communications and networking, digital engineering, cybersecurity, and intelligence.

Job Description:

The Border Security Department seeks multiple Intelligence Systems Engineers/Analysts to support a critical need to enhance our sponsor’s capabilities to further advance and accelerate predictive, actionable, and timely decision support across its organization. This requires the development and application of advanced analytical and visualization tools to better inform operations in near real time. This is a fast-paced, dynamic environment requiring flexible, engaged, and self-motivated individuals to provide hands-on expertise as part of a mission-driven team.

The successful candidate will have experience and expertise in one or more of the following domains:

  • Ability to extracts knowledge and insights from data in order to investigate complex business problems through a range of data preparation, modeling, analysis and/or visualization techniques, including predictive analysis, business intelligence, pattern recognition, and operational effectiveness

  • Analysis of structured and unstructured datasets to develop metrics, reports, and visualizations of trends and patterns

  • Connected data analysis from multi-modal sources; including support for the development of novel applications of cyber vehicle data, aircraft data, and maritime vessel data and related onboard systems; to include offensive, defensive, and forensic solutions to identify and mitigate emerging threats, and to enhance public safety and border security.

  • Financial threat intelligence and investigative support; including a keen understanding of, and experience with, the Bank Secrecy Act (BSA), Money Service Business (MSBs) transactions, anti-money laundering (AML) regulations, and cryptocurrency.

  • Data science, Analytics and Artificial Intelligence solutions; including experience working with formal ontologies and knowledge models such as the Defense Intelligence Core Ontology (DICO) and Basic Formal Ontology (BFO).

  • Intelligence technologies and capability development; including testing and evaluation, proving, and deployment activities in conjunction with the CBP Innovation Team.

  • Acquisition activities; including strategies to rapidly deploy novel technologies to support field intelligence operations.

Roles & Responsibilities:

  • Execute on data analytics and machine learning projects as an implementor or advisor, working with the full data analytics lifecycle

  • Apply scientific methods, processes, algorithms, and techniques to extract knowledge and insights from structured and unstructured data, leveraging expertise in computer science, mathematics, and related fields

  • Provide intelligence subject matter expertise in several varied domains to enhance our sponsor’s analysis capabilities.

  • Identify and apply novel technologies or non-materiel solutions to support current intelligence operations.

  • Apply innovative approaches to rapidly improve sponsor’s outcomes.

  • Create strategic materials, briefings, communication products, information dashboards, and executive briefings.

  • Embed with the sponsor as required to perform job duties and execute the mission (this position requires a minimum of 50% hybrid on-site, with a strong preference for full-time embedded and engaged with our sponsor on-site in Washington, DC and/or Ashburn, VA, and Detroit, MI).

Basic Qualifications:

  • R equires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.

  • The ability to obtain a Top Secret/SCI clearance, Department of Homeland Security (DHS) fitness, and a CBP Background Investigation.

  • Ability to advises on AI and machine learning projects, providing guidance on the selection and application of appropriate analytic methods and techniques

  • Ability to apply tools and writes programs to structure data sources and process big data

  • Ability to effectively employ data science and analytic principles with an understanding of sensors, communications, artificial intelligence, data science, ontology, or cybersecurity to solve challenging problems.

  • Excellent written and verbal communications, including the ability to contribute to engaging and convincing presentations.

Preferred Qualifications:

  • Active Top Secret/SCI clearance, Department of Homeland Security (DHS) fitness, and CBP Background Investigation.

  • Ability to use data visualization programs, tools, and techniques to generate dashboards, reports and presentations that aid in data storytelling, understanding and interpretation of trends

  • Ability to apply computer science, computer vision or machine learning to preprocess the collected sensor data, localize and extract features to perform matching through algorithms or machine learning

  • Adept at working with technology organization and business end-users to understand data and analysis needs and develop technical requirements

  • Adept at engaging customers through excellent written and verbal communications, including the ability to create and present convincing presentations.

  • Demonstrated ability to lead teams and projects.

  • The ability to identify additional project opportunities to expand the technical work portfolio.
