Department Summary

This department is primarily responsible for all data analytic related capabilities and activities within the division and in support of P820 engagements with our sponsors. This department also serves as a key resource across CGEM, and is the gateway for independent research.

Roles & Responsibilities:

Accountable to respective Managing Director for the successful planning, development, and execution of a portion of the portfolio’s sponsor strategic outcomes and associated work program, as well as responsible for ensuring products delivered to sponsors from the department are of high technical quality, and ensures the hiring, development, and support of their workforce.

Essential Job Functions:

  • Plans, develops, and oversees a portion of the Division’s sponsor strategic outcomes

  • Supports the Director by providing specific sponsor/program knowledge and expertise

  • In partnership with the Director, Outcome Leads and PLs, develops close working relationships with sponsor counterparts

  • In partnership with Director, Chief Engineers, Department Managers and Outcome Leads, develops and shapes a work program to achieve specific sponsor strategic outcomes

  • Develops close working relationships with sponsor counterparts, serving as a trusted advisor

  • Develops and shapes a work program to achieve specific sponsor strategic outcomes

  • Accountable for strategic work‐shaping opportunities consistent with work program strategy

  • Collaborates with Divisions and Centers to leverage related activities, use of shared resources, and re‐use of existing products

  • Ensures the hiring, development, and shaping of the required skills, capabilities, and diversity of the department’s workforce through effective hiring, ongoing coaching and staff development, and monitoring of staff engagement

  • Effectively engages staff who fall short of expectations & initiates appropriate and timely actions to address poor performance

  • Ensures product technical quality for all work assigned to their department as identified in the work plan

  • Works with project leaders to ensure that all staff are appropriately assigned to projects and fully planned

  • Represents the needs and perspectives of staff to Division leadership

  • Advocates for department competencies and establishes new work within the Division

  • Provide technical domain-specific knowledge, leadership, and influence internally and externally across multiple stakeholders to move the mission outcome forward.

  • Collaboration and Communications: Effectively collaborates and communicates with sponsors and stakeholders or with internal stakeholders enterprise wide

  • The MITRE Brand: Ensures product or program quality and is aligned to MITRE Brand

  • Good Steward of Resources: Effectively manages the operations of a department (revenue, costs, people, etc.)

Key Accountabilities:

  • Day‐to‐day interface with sponsors or internal customers to develop trusted working relationships

  • All aspects of project or department performance, including staff selection, technical quality, programmatic support, and budgetary development/execution and are supported by their management

  • High technical quality of products or programs

  • Ensures delivery of regular, constructive feedback and developmental support to Project Leaders or to staff

  • Development of future MITRE leaders

  • People have clear expectations and goals that contribute to important sponsor or enterprise strategic outcomes as well as project level outcomes

Key Organizational Criteria:

  • Leads a department or function that has significant impact for sponsors, partners, and/or MITRE enterprise

  • Department provides multiple services or complex products/ solutions

  • Has multiple direct reports or leads a function

Basic Qualifications:

  • Typically requires a minimum of 12 years of related experience with a Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience.

  • Must have minimum of 4 years working knowledge, familiarity with IRS mission

  • Must have minimum of 4 years’ experience working with senior sponsor leaders (GS-15 and above)

  • Must have minimum of 4 years prior experience managing large teams

  • Demonstrated ability to develop trusted relationships and work collaboratively across MITRE and across sponsors

  • Experience in developing cross enterprise outcomes and coordinating their implementation within government

  • Demonstrated technical and business leadership

  • Demonstrated ability to shape and drive high impact, high quality work programs

  • Ability to obtain a US government security clearance

  • This position has an on-site requirement of 5 days a week on-site

Preferred Qualifications:

  • 3-5 years of Leadership experience i.e., GL, PL, Chief Engineer, or manager.

  • 5 years’ experience in the data science discipline, with specific emphasis on three or more of the following:

  • Programming

  • Statistics

  • Machine Learning

  • Data Wrangling

  • Data Visualization

  • Software Engineering

  • Data Mining
