Summary The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence. Responsibilities Major Duties and Responsibilities: Serve as the NIM-EA lead for cross-NIM management integration efforts, including on resource justifications and legislative reviews, monitor and summarize congressional budget actions, and provide substantive input for appeals to congressional budget markups. Serve as NIM-EA lead on IC resource issues/priorities, including regarding DDDs, UFRs, and other resource vehicles. Lead, plan, and author IC resource strategies, analytical issue papers, strategic evaluations, background papers, talking points, resource issue papers, and/or other analytic products applying extensive subject matter knowledge to support the NIM-EA and IC senior leadership in making informed programmatic decisions. Analyze and evaluate (on a quantitative/qualitative basis) the effectiveness of current and planned NIP investments in meeting established IC goals and objectives. Evaluate and advise on organization, methods, procedures, and resources (NIP and MIP where appropriate) programs. Convene IC-wide meetings to enhance understanding of IC resources applied to the China mission in order and align resources to IC mission areas in order to identify resources gaps that impact mission. Represent NIM-EA during the development of the Intelligence Planning Guidance (IPG), working closely with staff to accurately complete health assessments, create community direction for risk areas and priority activities, and translate IPG actions into Consolidated Intelligence Guidance programmatic actions. Provide expert advice and guidance in support of IC performance planning, resource management, and budget justification process improvement efforts. Track Joint Hard Target Strategies NIP resource issues, maintain cognizance of related resource expenditures and movements. Requirements Conditions of Employment Qualifications Manadatory Requirements: Superior ability to design and implement integration strategies for IC initiatives and programs, including the superior ability to manage human and financial resources. Superior analytical and critical thinking skills, including the superior ability to think strategically, identify needs and requirements, develop recommendations, and evaluate outcomes against goals and objectives. Superior oral and written communication skills, including superior ability to draft and edit written reports of varying length and complexity, and to communicate effectively with audiences of varying seniority and expertise. Expert knowledge of the IC, Department of Defense, Office of Management and Budget, and Congressional budget processes and procedures. Good understanding of the relationship among strategy, planning guidance, programmatic guidance, and budgeting documentation. Superior organizational and interpersonal skills, specifically, the ability to negotiate, build consensus, and work effectively in a collaborative environment; and the superior ability to establish and maintain professional networks across the ODNI, especially with the IC CFO. Superior ability to apply analytic, diagnostic, and qualitative techniques, conduct independent research, filter and synthesize resource, performance, and mission data sufficient to identify and evaluate alternatives and produce clear, logical, and concise products and recommendations to the NIM-EA and ODNI leadership. 5 years equivalent experience in resource, business, program or strategy management Desired Requirements: Experience supporting executive level travel to the East Asia region. Expert working knowledge of the Intelligence Resource Information System (IRIS) and the data and capabilities it provides. Expert understanding of the IC's China and North Korea missions. Salary Determination: The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Director/ Human Resource Management. On occasional instances when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to but not less than the employee's current annual base rate of pay, not to exceed the maximum rate (i.e., step 10) of the GS grade to which assigned.
