What you will do:

Guidehouse's Finance team is a strategic business advisor responsible for managing financial risk, including: financial planning and reporting, data analysis, and assisting leadership with strategic and tactical matters. Services include: budget management, cost benefit analysis, forecasting needs, data and analytics related to portfolio performance, shared services and financing. Finance works daily with leadership, engagement partners and managers on managing the profitability of engagements and the overall business portfolio. Finance also works closely on portfolio management and investment decisions, analyzes potential acquisitions, joint ventures, partnerships and divestitures, assisting with all integration and separation matters likely to arise.

Finance, which is comprised of Vertical, Regional and Business Unit (BU) teams‚ is the primary interface to partners and client service staff‚ they are responsible for working closely with their leaders in‚ developing, improving, and driving financial and operational processes for the business‚ This will include developing and executing budgets and forecasts, asset management (i.e. billings and collections activities), and overseeing engagement economics for individual partners, clients, verticals, markets, BUs, and regions‚ They will manage portfolios at the various reporting levels as well as identify opportunities‚ for the Firm to gain competitive advantages‚

The Finance and Accounting Team leads Guidehouse's financial management and accounting activities by driving accuracy, compliance, and consistency in alignment with Firm policies and Federal contracting regulations. The team has an in-depth understanding of Guidehouse financial systems, policies, procedures and processes and is able to team with operational and client service partners and staff to provide relevant financial support services and business advisory support to those key stakeholders.

Responsibilities

  • This is an exciting opportunity to use your experience helping the Pricing Team produce proposal pricing and cost volume in response to customer proposal requests.

  • Successful individual will have experience leading and developing compliant, complete, and awardable pricing files and Cost/Price proposal narratives in a fast paced and highly visible environment including participation in a variety of pricing and estimating activities.

  • Develop pricing/cost volumes in accordance with proposal instructions and company policies.

  • Work cross functionally with proposal team members including contracts, subcontracts, procurement, capture management, finance, and technical estimators.

  • Work with proposal teams to ensure completion of compliant basis of estimates.

  • Produce timely pricing and cost volume narratives to meet proposal gate review schedules.

What you will need:

  • Demonstrated prior success in cost proposal development for all U.S. government contract types, understanding and applying standards involving key attributes analysis of an RFP or RFQ and how the terms, conditions, requirements, evaluation approach, and factors impact pricing strategy

  • Experience with Government customer proposal requirements with strong customer focused and possess professional demeanor with excellent interpersonal skills

  • Strong organizational and coordination skills

  • Excellent quantitative analysis skills

  • Bachelor’s Degree; Four (4) years additional professional experience may be substituted in lieu of degree.

  • 4+ years of professional experience.

What would be nice :

Demonstrates extensive knowledge and/or a proven record of success as a team leader in the following areas:

  • Analyzing RFPs/RFQs, contract requirements, special provisions, terms and conditions, and representations and Certifications to confirm proposal compliance

  • Generating detailed pricing proposals consistent with the Firm's pricing strategy

  • Developing cost proposal schedules, cost models and cost narratives based on RFP/RFQ requirements using a wide range of estimating techniques (e.g. historical data, statistical techniques, etc.)

  • Estimating techniques and pricing strategies associated with pricing various types of government contracting vehicles: Time and Material (T&M), Cost Reimbursable, and Fixed Price

  • Review staffing solution and/or prepare Basis of Estimate (BOE) for accuracy and compliance with solicitation requirements.

  • Manage distribution of pricing data calls to subcontractors and respond to pricing data calls by prime contractors as needed.

  • Assessing the operational viability and integrity of cost assumptions and developing more suitable cost assumptions, when applicable

  • Demonstrating proven highly proficient ability in MicroSoft Excel, capable of executing advanced formulas such as macros and “if statements"

  • Demonstrating knowledge in MicroSoft Word and other MicroSoft applications

  • Demonstrating proven ability in taking complex information and delivering succinct and comprehensive presentations

Be able to demonstrate success with managing the identification and addressing of client needs in the following areas:

  • Developing and implementing new pricing strategy techniques and procedures to prepare profitable, winning proposals

  • Influencing and driving engagement teams proposal pricing strategy

  • Overseeing preparation and evaluation of financial information associated with budget, forecast, pricing, planning and cost control of government contracts

  • Prepare proposal cost volume(s) to include pricing schedules and descriptions of specific estimating methodology to support price reasonableness & realism.

  • Leading the analysis of subcontractor proposals for reasonableness in accordance with FAR subpart 15.4 and Firm policies

  • Collaborating with proposal pursuit team, participating in proposal kick-off meetings and leading the pricing strategy discussions

  • Excellent verbal and written communication skills

  • Attention to detail, ability to multi-task, and prioritize in a faced-paced deadline driven environment
