Tecolote Research, Inc. Senior Operations Research Analyst (Senior Cost Analyst) in Melbourne, Florida

Skills Required

We are seeking individuals with quantitative and analytical skills for a senior level cost estimator position.

  • The position requires a minimum of eight (8) years of experience in technical cost estimating and analysis with the Air Force, Navy, Army, MDA or comparable Department of Defense (DoD) agency/organization.

  • Minimum five (5) years of experience in a Space Program environment.

  • Launch and Range acquisition and execution experience is highly desirable

  • Experience collecting and normalizing cost, technical, and programmatic data from Government and Industry entities. Knowledge of the Defense Cost and Resource Center (DCARC) data collection process and demonstrated experience in use of and analysis of the CSDRs and CPRs.

  • Analyze data and develop cost estimating methods and tools.

  • M/S office applications (e.g. Word, PowerPoint, and Excel).

  • Working knowledge of Automated Cost Estimating Integrated Tools (ACEIT) suite is highly desirable.

  • Verbal communication, written, and quantitative analytical skills are required.

  • Work is in a team environment

  • Bachelor's degree in math, business/economics, finance, accounting, engineering, or statistics is required

  • U.S. Citizenship required

  • Candidates must possess and/or obtain and maintain a Secret and/or Top-Secret clearance, Top Secret Clearance preferred.

  • Bachelor's degree required, preferably in math, engineering, business, or the sciences.

Overview Tecolote is hiring a Senior Cost Estimator/Analyst with a minimum Secret Clearance to support the Space Systems Command, Assured Access to Space organization. The candidate will directly support the Assured Access to Space Chief Financial Officer at Patrick Space Force Base, Florida.

Responsibilities

  • Working as part of an integrated cost estimating team, will perform a wide variety of cost and economic analyses/estimating/engineering support directly interfacing with program offices and assisting the development and presentation of management level briefings as needed.

  • Work may include parametric cost estimating, life cycle cost analysis, cost estimating relationships and model development, cost risk analysis, performance measurement (earned value), project forecasting and risk assessment, cost-benefit analysis, and software cost estimating. Additional support includes, but is not limited to, the areas of acquisition strategy development, scheduling, market research, evaluation criteria development, pre-solicitation documentation review, RFP documentation, Independent Program Review documentation, cost estimates and key decision point's preparation, as well as trade studies and providing subject matter expertise during proposal evaluations.
