Federal Aviation Administration Management and Program Analyst (Technicial Support Management Specialist) in Memphis, Tennessee

Summary Administrative support employee that is capable of supporting any and all technical programs. Responsibilities The incumbent will perform multiple and varying assignments under limited direction from a manager, providing support and assistance to other managers, specialists, and other personnel in connection to the program they are assigned to. The employee demonstrates independence in planning time and using assigned resources to accomplish tasks or small projects to include assembly. He/She applies experience and advanced knowledge to review and analyze acquisition packages and types of requests for proposals, bids, or quotations, checking documents for errors and ensuring that standard or special provisions are current and in accordance with applicable regulations and policies. He/She provides a wide range of analytical duties in the conduct of projects and studies of substantive functions to improve the overall work operations. Plans, schedules, conducts analysis, studies, and surveys, which are directed to improve quality. Analyze program areas to discern trends in program delivery such as effectiveness of incorporating various applications into audit and compliance processes, analysis of consolidated report data to measure effectiveness in meeting baselines, or the degree to which program plans and achievements support strategic initiatives. He/She develops documentation, reports and briefings to include analysis of findings. Analyzes and evaluates work processes and procedures and provides recommendations to systems and processes to improve effectiveness and efficiency. He/she uses quantitative and qualitative analyses to evaluate program metrics. Maintains automated systems to record, reconcile, validate and track data; identify discrepancies and perform various analytical studies. He/She utilizes automated tools and other systems to create graphics and charts for inclusion in presentations to senior officials. Participates as an active team member in planning, monitoring, and conducting special projects, studies, and initiatives. Analyzes problems, identifies significant factors, gathers and interprets pertinent data, and apply established rules and procedures in order to recommend effective solutions. This work directly impacts the safety of air traffic operations and the NAS. He/She applies established policies/procedures for most assignments, which allow considerable discretion to select the appropriate approach or recommend solution. Work is reviewed periodically, at major milestones and at completion, for policy compliance, and alignment with the requirements of projects and/or other work activities. Qualifications To qualify at this level you must demonstrate that you possess at least one year of specialized experience equivalent to FV-G/ GS-11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes experience performing duties independently with responsibility for effective operation and maintenance of technical programs (i.e. Training, QC, Planning and requirements, and Airspace and procedures), project, policies and procedures. Experience planning, developing, monitoring and executing actions required to manage technical programs. Qualifications must be met by the closing date of this announcement.
