Minimum Qualifications Candidates must have one year of permanent service in a title designated as appropriate for transfer in accordance with 70.1 of the Civil Service Law.ORThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONSCandidates must possess a current license and registration as a registered professional nurse in New York State and two years of registered nursing experience in the following areas: rehabilitation, medical/surgical, public health, community health, visiting nursing, occupational health, utilization review, or review of medical records from hospitals for appropriate ICD 9 or 10/DRG/PAS/CPT coding.Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. To be considered, you must meet the minimum qualifications and provide a copy of your letter of eligibility with your response.Candidates must meet the non-competitive minimum qualifications listed above.

Duties Description The Registered Nurse will be responsible for the following:• Conducting medical necessity reviews of all prior authorization requests for treatment/procedures and/or testing to determine the medical necessity of treatments requested for injured workers in accordance with evidence based Medical Treatment Guidelines to determine if the request meets the criteria for approval in accordance with Section 324 of Title 12 NYCRR (MTG Variances & Special Services) and Section 441 of Title 12 NYCRR (Drug Formulary) and 442.2 (Durable Medical Equipment).• Collaborating with MDO staff and providers to ensure continuity of care for injured workers.• Drafting & issuing Notices of Resolution for all assigned prior authorization requests.• Medical review and preparation of files for disputed medical bill resolution via the Workers' Compensation Board's arbitration process, ensuring correct application of the Workers' Compensation Board's medical fee schedules and associated Ground Rules and Regulations.• Respond to external stakeholder inquiries via phone and/or email.Posted salary range ($101,720 - $111,381) includes the statutory hiring rate at Step 4 and job rate for PS&T Grade 20 ($72,032 - $91,381) and an additional Geographic Pay Differential of $20,000.
