The CACI is seeking and experienced Photonic Solutions Senior Business Development Manager for our Spectrum Superiority market aligned business with a successful track record in identifying and qualifying technology-based new business opportunities within both the Federal Government (i.e., Intelligence Community (IC) and Department of Defense (DoD)) and commercial customers with a focus on Photonics-based solutions for Optical Communications (Comms) and LIDAR across the Airborne and Space markets.

Primary focus will be on the identification, development, qualification of opportunities leveraging TRL 3-9 technologies, valued at $10-$100M each, while building and maintaining a qualified pipeline to grow the Photonics business at >10% annually. This position will report to the VP of Business Development for the Spectrum Superiority Line of Business. To develop an overall Account Strategy and plan to focus on positioning and capturing new business contracts.

The location for this role is flexible but is preferred near one of our photonic facilities in California (between San Francisco and Los Angeles areas), Orlando FL, or Northern NJ, or in the D.C. area. This role requires 25% travel within the continental United States.

Responsibilities:

  • Create, manage, and implement go-to-market plans (to articulate and generate consensus for strategic vision, action plans, competitive intelligence, investments, business case, etc.) for Optical Comms and LIDAR transmitters within the Airborne and Space markets with targeted customers (both Government and Large-Scale Integrators (LSIs)).

  • Build and qualify a new business pipeline based on high-end photonics optical comms and LIDAR technology in emerging markets. Primary focus is to build/maintain a robust pipeline of opportunities that align with Spectrum Superiority Photonics Labs strategic vision for growth within the IC & DoD market space.

  • Actively market the Company Brand, establish customer expectations, and shape opportunities by developing white papers, sponsoring in-house demonstrations, and responding to RFIs and similar activities. Identify, shape and develop new business opportunities, organize the appropriate capture team, develop customer contracts plans and messaging, assist in developing solutions, and lead the collaboration to completion.

  • Develop and present milestone briefings to senior management in support of investing in and pursuing strategic opportunities in these markets.

  • Engage customers in identifying and shaping opportunities. This includes active communication of filtered actionable intelligence back to the line of business and functional group staff.

  • Support Captures and Proposals to maintain continuity across the BD lifecycle, enhancing our ability to win as opportunities pass from qualification into capture and then proposal.

Qualifications:

Required:

  • Bachelor’s Degree from an accredited institution in engineering or related technical discipline, Master’s degree preferred

  • Strong network of customer contacts and familiarity with the customer's major programs and upcoming initiatives.

  • Working knowledge of the Federal procurement process, and a demonstrated proficiency with IC and DoD strategy and acquisition plans.

  • Demonstrated ability to execute the business development process with minimum supervision.

  • Effective leader/participant in formal presentations to clients and potential teaming partners; proven track record of building winning teams as well as successfully negotiating with potential team members as to roles and participation.

  • Strong written and oral communication skills.

  • 10+ years performing Business Development (sales, marketing, capture, proposal) activities, especially in pursuit of high-end technology-based solutions within the IC & DoD markets within the Federal space, as well as some commercial experience.

  • Understanding of the IC / DoD technologies and LSI vendors that are often selected to deliver these capabilities.

  • Active TS Clearance with ability to obtain TS/SCI.

Desired:

  • Detailed insight into the Optical Comms and Photonics requirements within IC and DoD current and future programs.

  • Working experience and personal relationships with LSIs, such as Boeing, Northrop Grumman, Lockheed Martin, and L3Harris, as well as within the IC and DoD market space.

  • Formal training in the Shipley capture process.

Pay Range : There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. Since this position can be worked in more than one location, the range shown is the national average for the position.

The proposed salary range for this position is:

$104,200-$229,200
