City Of Minneapolis-Human Resources Senior Project Manager in Minneapolis, Minnesota

Position Description This position will manage projects assigned to the Property Services Division with primary emphasis on strategic portfolio planning and coordinating real estate related interactions and activities in support of projects for various Departments within the City. Perform administrative and technical work in planning and coordinating technical and legal processing City owned and leased property. Work Location This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. The City of Minneapolis does not sponsor applicants for work visas. Job Duties and Responsibilities Act as staff manager for the construction office by developing procedures and managing the staff. Manage professional contracts including, overseeing the preparation of the request for proposals, assisting in negotiating and preparing the final contract and any amendments (with assistance of staff attorney(s)), and reviewing all invoices prior to payment. Manage the project budget, including ensuring allocation to appropriate components, monitoring expenditures against budget and preparing periodic reports, and working with the City's Finance Department to coordinate bond sales for revenue. Oversee sales tax exemption use and compliance. Prepare the project office budget for approval and monitor it to ensure compliance. Assist in the bidding process by: establishing procedures to be used within the 'project' for bids (with the help of the assigned attorney). Provide City representation in the design and architectural planning process. Monitor against project contingency, reviewing, and approving all changes and change orders. Ensure appropriate input from various authority positions. Draft 'notice to proceed' letters and correspondence to the Way and Means Committee of the City Council. Review and approve payments. Oversee portions of the construction activities including, reviewing and approving change and adjustments orders and approval of all payments. Serve as a point of contact with surrounding property owners regarding construction issues. Oversee and ensure that appropriate Committee in the City Council and at other decision making boards receive all materials in timely manner and that required project approvals are secured. Coordinate the Risk Management activities for the project. Oversee the civil rights staff on the project. WORKING CONDITIONS: Normal office setting Required Qualifications Minimum Qualifications Bachelors Degree in Architecture, Civil Engineering, or Business Management or equivalent Minimum Experience Six years experience performing duties closely related those described above Equivalency An equivalent combination of education and experience closely related to the duties of the position MAY be considered. Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge, Skills and Abilities * Considerable knowledge of the design and construction industries and of acceptable standards and techniques. * Considerable knowledge of the planning and budgeting processes for major construction initiatives. * Good knowledge of industry and City of Minneapolis standards for bidding on construction projects. * Good knowledge of modern office functioning and management. * Strong verbal and written communication skills.
