The Payroll Manager is a member of the Accounting team and collaborates with Human Resources. Responsibilities include leadership of direct report(s), processing complete payroll cycle, identify and implement process improvements, documenting procedures, identifying problems and propose solutions with a focus on utilizing technology and automation. The Payroll Manager will ensure that all payroll tasks are completed in an accurate and timely manner. The Payroll Manager will be the domain expert for all payroll functions including employee data, taxes, compliance, time and attendance, timesheet administration, reporting, accounting transactions, data validation, and system administration. In addition, work in partnership with the IT team and assist with system updates. DUTIES AND RESPONSIBILITIES Payroll Processing: Lead and process payroll in JD Edwards that is partially integrated with Oracle HCM Cloud. Review data provided for processing payrolls, including benefits and deductions. Prepare and file union reports and payments. Facilitate and respond to audit requests. Prepare payroll reports by compiling summaries of earnings, taxes, deductions, leaves, disability, and non-taxable wages. Responsible for proper tax setup, withholdings, balancing and filing of Federal, State, and Local withholdings, FUTA and SUI report generation and submissions for all Opus Companies. Process final payments at termination of employment as well as on-demand payments. Assist with calculation of per diem and truck payments. Process Improvement: Identify opportunities to improve and provide recommendations and solutions while collaborating with other departments to ensure the success of improvements. Learning and Development: Stay current with Payroll and Human Resources regulations that affect payroll. Remain current with Oracle user groups such as Quest and the Oracle community to share knowledge and best practices as well as gain insight and knowledge from other users. Be an active member in the American Payroll Association (APA) as well as the local chapter and participate in local and national committees. Collaboration: Work closely with accounting, Human Resources, and IT to ensure payrolls are completed timely and accurately. Tax Preparation Support: Administer preparation of withholding and unemployment tax returns to ensure accuracy and timeliness. Correspond with federal, state, and local tax agencies to resolve problems. Setup new tax areas and accounts in states and municipalities when necessary. Test and implement Vertex tax updates to JD Edwards. Year-end W-2 Reporting: Manage the Year-end process beginning with the Electronic Service and Vertex Updates. Ensure W-2 records are complete and accurate. File all Federal, State, and Municipal returns with appropriate agencies. Ensure the payr ll system is setup and kept updated to reflect current tax regulations, special W-2 reporting within current legislation. Reporting: Prepare various ad-hoc payroll reports as necessary. Act as Subject Matter Expert (SME) for payroll reporting. Maintain, update, scope, and fulfill new report requests as needed. System Configuration/Administration/Analysis: Oversee system updates, act as primary liaison with IT and external consultants. Identify changes in update, create test scripts for users to run through to test software, and adjust any training materials if necessary. Ensure data integrity and audit regularly. Act as Project Manager for payroll related projects, developing project plans and managing project teams. Setup all new pay codes, AAI instructions, and tax relationships as needed in JD Edwards. Maintain User Defined Codes (UDC) and User Defined Objects (UDO) in JD Edwards. Research, diagnose, and assist in resolution of internal and system issues. Management: Oversee operations of the payroll team, including the design of an organizational structure adequate for achieving the team's goals, mission statement and vision. Recruit and develop staff capable of achieving company objectives. Meet regularly with staff to keep them informed and solicit feedback, share knowledge, and encourage best business practices. Continually evaluate department structure, looking for opportunities to improve efficiency and effectiveness of the group while providing group members with appropriate professional and personal growth opportunities. Establish and communicate expectations that a good customer service model is an essential part of the team's responsibilities for ensuring employee trust. Ensure that staff is motivated, mentored appropriately, and functions effectively as a team. Promote a culture that reflects the organization's values, encourages good performance, and rewards productivity. QUALIFICATIONS Bachelor's degree in Accounting or related field. Certified Payroll Professional (CPP) required. Minimum of 10 years' corporate payroll production and processing experience. Experience working for a construction company and union environment preferred. Advanced knowledge of Oracle HCM Cloud/JD Edwards Enterprise One or similar ERP system. Strong attention to detail, high degree of accuracy. Ability to work independently under pressure, meet deadlines, make timely decisions, and maintain confidential information appropriately. Multi State payroll experience. Effective verbal and written communication skills. Strong computer skills, with advanced knowledge of Microsoft Excel. Ability to take initiative and work independently with minimal supervision. Ability to organize and prioritize responsibilities.
