Overview

The Department of Community Planning, Development, and Innovation (CPDI) seeks a Housing Policy Specialist. Experience and/or certifications in housing development finance preferred.

The Program Specialist II - Housing Policy position oversees, develops, and coordinates projects, programs, and initiatives to support the City’s adopted housing strategy,A Place to Call Home (https://www.ci.missoula.mt.us/3050/Citywide-Housing-Policy) , and the department’s mission of promoting equitable growth and a resilient, sustainable community.

This position is eligible for telework. Additionally, candidates must have Montana as their primary place of residence to be considered for this telework option.

Essential Functions

  • Oversee, develop, and coordinate projects, programs, and initiatives to support the City’s adopted housing strategy,A Place to Call Home.

  • Manage and implement the Affordable Housing Voluntary Incentives program, including processing applications, matching resources with projects, setting expectations with developers, etc.

  • Collaborate with the Affordable Housing Trust Fund Grant Administrator to manage budget and ensure fund investments align with policy goals; support development and publication of annual housing assessment landscape report.

  • Build and implement a capitalization strategy for the Affordable Housing Trust Fund (AHTF) and cultivate diverse partnerships to support the AHTF.

  • Develop and maintain community partnerships to support development of new housing finance tools.

  • Act as housing policy lead for housing-focused state and federal legislation, including tracking housing related bills, providing analysis and recommendations, and coordinating communication and education efforts with City and community stakeholders.

  • Provide support to Affordable Housing Resident Oversight Committee to ensure policy oversight and community engagement, including assisting with establishing agendas, providing updates on policy implementation and housing strategies, etc.

  • Engage with community partners and stakeholders to educate, gather insight, and adjust housing strategy implementation plans.

  • Provide regular communication and education to elected officials and the community to articulate the progress made on policy implementation.

  • Participate on City Strategic Implementation Teams to ensure alignment across departments and support implementation of City Lenses.

  • Collaborate with Missoula Redevelopment Agency (MRA) to align and connect MRA Workforce Housing Program with adopted city housing strategy.

  • Serve as lead staff on development and administration of affordable housing development partnerships and protection of affordability based on agreements.

  • Perform other duties, as assigned.

Knowledge, Skills and Abilities

  • Knowledge of, or the ability to learn, the principles and practices of public administration, including budgeting, fiscal accountability, strategic planning, program management/development, policy development, records management etc.

  • Knowledge of, or the ability to learn, various federal, state, and local grant and/or loan programs.

  • Knowledge of project management principles, practices, and procedures, including staff coordination, timeline management, facilitation of project design, structure, workgroups, implementation, contract management, etc.

  • Knowledge of the principles and practices of community development, including identifying and assessing community issues and needs, community service delivery systems, etc.

  • Knowledge of community engagement, equity, and inclusion concepts, procedures, and practices.

  • Knowledge of sustainable development and the balance among environment, economy, and equity.

  • Knowledge of, or the ability to learn, local social service programs, non-profits organizations, and other community service programs and opportunities.

  • Knowledge of, or the ability to learn, the principles, practices, and methods of grant administration, including standard procedures, proposal development, preparation, grant writing, fund administration, financial reporting, etc.

  • Skill in utilizing various computer software and databases, including Microsoft 365 and the ability to learn job-specific applications and equipment.

  • Skill in public speaking, with the ability to present data, reports, and other findings to a variety of diverse groups and individuals.

  • Skill in analyzing and implementing policies and procedures to attain project goals and objectives.

  • Skill in integrating and synthesizing viewpoints to build alignment of diverse perspectives to achieve positive outcomes.

  • Skill in coordinating multiple projects and/or programs with shifting priorities and timeline demands.

  • Skill in organization, time management and prioritizing with the proven ability to have keen attention to detail and accuracy in performing work with adherence to strict deadlines.

  • Skill in negotiating and communicating, in person and writing, with the proven ability to establish and maintain effective working relationships with people of diverse identities, perspectives, and cultural backgrounds.

  • Ability to remain neutral on issues and decisions facing various diverse groups.

  • Ability to research, analyze, and prepare clear, accurate and concise reports for a varied audience.

  • Ability to participate in a community-focused and team-oriented environment, contributing to a variety of projects, while collaborating in support of departmental and City objectives.

  • Ability to create education, outreach and public presentation content and materials.

  • Ability to actively listen and assess needs for diverse individuals and groups within the community.

  • Ability to maintain and exhibit integrity and discretion in handling the confidential and sensitive information.

  • Ability to maintain and foster a culture of professionalism, adhere to departmental and City standards and specifications and support a positive team environment.

  • Ability to learn various job-specific standards, guidelines, and procedures.

  • Ability to learn, interpret, and apply departmental and City of Missoula practices and procedures, including federal, state, and local laws and regulations related to specified area of focus.

  • Qualifications and Additional Application Materials

  • Any combination of education and experience equivalent to six (6) years of experience in program management, community-based organizing, local government, or another relevant field.

  • Experience and/or certifications in housing development finance are preferred.
