Naval Sea Systems Command SUPV QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in Mobile County, Alabama

Summary You will serve as a SUPERVISORY QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in the of SUPSHIP GULF COAST. Responsibilities You will serve as the Quality Manager and participate in the planning, direction and evaluation of all phases of an operating level and Project Management Program. You will share fully in all aspects of matters pertaining to contract administration of all programs for construction, conversion and repair of all Navy ships assigned to private shipyards. You will have local operational authority and when assigned assumes responsibility for the Section of the Quality Assurance Department during the absence of the PVI Test Manager. You will develop, establish and promulgate policy and plan for the Quality Assurance Department, jointly with the PVI Test Manager, including organization, staffing, determination, acquisition, and allocation of manpower, and fiscal. You will assist in the coordination, management and direction of personnel resources within the department required to perform the assigned mission of contract administration for repair, conversion and construction of Navy ships. You will be responsible for overall establishment, development and interpretation of quality/engineering standards and technical requirements of processes involved in all areas of shipbuilding. You will provide technical assistance to contractors, NAVSEA and other authorized customers on problems associated with shipbuilding new construction, conversion, repair and project management. You will lead the resolution of complex quality, engineering and contract administration issues for which there is no clear-cut government policies. You will provide technical and administrative supervision to assigned personnel, predominantly GS-1910 Quality Assurance Specialist at various grade levels. You will conduct comprehensive studies and analysis of utilization of resources and personnel management problem areas and provide the PVI Test Manager with recommended solutions to those problems. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (NH-02) or grade level (GS-11) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: "Leading quality assurance functions, including contract surveillance to support the construction, testing, and repair of naval ships."
