National Institutes of Health Supervisory Technical Information Specialist in Montgomery County, Maryland

Summary This position is located in the Electronic Communications Branch (ECB), Office of Science Policy, Planning, and Communications (OSPPC), National Institute of Mental Health (NIMH). ECB provides strategic planning, leadership, implementation, and evaluation of the overall strategy for NIMH's digital presence. The selectee will serve as the Chief of the ECB, with responsibility for providing supervision, direction, and oversight for the programs and activities of the Branch. Responsibilities As a Supervisory Technical Information Specialist, you will: Manage the day-to-day operational activities, set and adjust short-term priorities and prepare schedules for completion of work; assigns work based on priorities. Manage Electronic Communications Branch resources including budgetary needs, contracts, software, tools, and licenses. Review programs/activities and identify and initiate action that will improve the quality of services. Provide technical authority and expert leadership for planning, evaluation, design, functionality, usability, accessibility, and content of organization's website, intranet, and other digital media. Lead development and implementation of website information architecture, technical content strategy, metadata, indexing, taxonomy, and organization. Manage front end and back-end development, support, and maintenance of the organization's website and intranet, including but not limited to the content management system, taxonomy, tagging, metadata, information architecture, security, and graphic design. Provide oversight for implementation of analytics and measuring tools and ensure compliance with the organization's systems and security requirements. Participate in ad hoc and standing organization and agency committees, task forces, special work groups, and teams either as the leader or team member to address issues essential in meeting internal and external requirements for digital products. Requirements Conditions of Employment Qualifications In order to qualify for a Supervisory Technical Information Specialist, GS-1412 position you must have: Basic Education Requirements: A. Have a full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled. OR B. Have four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience is equivalent to that which would have been gained through a 4-year college curriculum. OR C. a combination of education and experience as described above. In addition to meeting the Basic Education Requirement, you must meet the following to qualify at the GS-14 level: You must demonstrate in your resume at least one year of qualifying specialized experience equivalent to the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing electronic communications programs to support a biomedical research organization; developing strategic plans for digital communications programs to support organizational mission responsibilities; developing policies and procedures for digital communications programs; and coordinating digital communications programs with other staff and organizations. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
