DESCRIPTION/RESPONSIBILITIES: POSITION DESCRIPTION Michael Baker International is seeking an enthusiastic, articulate, and motivated Army (USACE), Navy (NAVFAC), and Airforce (AFCEC)-focused Federal Program Manager to provide multi-disciplinary, cross-practice planning and design leadership/management towards expanding and growing our federal markets and programs. This program manager position will provide client management, strategic planning, lead and mentor multi-disciplinary teams executing federal programs. A significant priority for our team is continued growth of our federal (Department of Defense - DoD) markets, specific to Architecture/Engineering (A/E) IDIQ, MATOC, SATOC, and MACC (D/B) contracts vehicles for USACE, NAVFAC, AFCEC, and other DoD components. Reporting to the Federal Architecture Practice, this position will collaborate throughout the Federal National Markets .

The candidate will demonstrate successful experience with federal clients delivering programs and projects, including management of geographically dispersed, multi-disciplinary, collaborative project resources. Responsible for all aspects of program management, the candidate must also be adept in evaluating potential opportunities to determine probabilities of success, providing recommendations, determining project time frames, and funding limitations, outlining procedures for accomplishing project requirements, and allocating available resources to various project phases. Additionally, the candidate must demonstrate strong collaboration and communication skills with the ability to develop new, and strengthen existing, positive relationships, both internally and externally, with colleagues and new clients, respectively. Articulate, concise, and consistent communication is essential for collaborating with leadership and project resources to outline workplan, responsibilities, quality management, risk assessment, and scope of authority, all the while ensuring that project milestones and objectives are accomplished within the prescribed scope, schedule, and budget parameters, clearly documenting, and communicating project progress to team and leadership.

Other essential skills include creative problem-solving, organizational skills, financial project management skills, capture and production management capabilities, and a proven understanding of construction documents and constructability.

FEDERAL MARKET STRATEGY * Maximize Michael Baker's portfolio and capabilities in federal markets. * Align and collaborate with Michael Baker's federal team and operations in strengthening the company's commitment to delivering quality projects and innovative solutions for new and existing federal clients. * Champion collaboration, expanding the breadth and depth of federal talent, and provide oversight for programs and processes related to the company's federal markets and programs. * Research and assess U.S. congressional and executive branch priorities; remain current and knowledgeable on recent and pending legislation and budgetary items. * Research federal market trends/client needs and determine positioning of the company and local team towards capturing increased or new market share, including DoD Energy Resilience Conservation Investment Program initiative. * Assist with the development of gap analyses, competitive assessments, discriminators and key win themes, and overall win strategy/value proposition. * Actively engage in business development strategy with project managers, subject matter experts, market and practice Leads, operations, and regional directors. * Participate in the development and execution of capture plans with the objective of increasing the win probability of targeted pursuits. Participate in Go/No-Go evaluations. * Assist and/or lead the strategy and messaging for targeted pursuits, including all elements to craft winning proposals. * Understand company and partner capabilit es and limitations; assemble strategic teams and partnerships when desired; learn from industry leaders and review publications. * Assist with external teaming arrangements and partnerships to include identifying, selecting, and recruiting consultant partners and subconsultants. * Develop new Federal programs to support the strategic direction of the organization.

PROGRAM/PROJECT MANAGEMENT * Actively engage in robust, consistent communication with key existing clients/programs to determine needs, preferences, and future program opportunities. * Create and manage near and long-term goals for programs in which the candidate is engaged. Consistent collaboration with Michael Baker federal national market leads and operations is anticipated. * Routinely assess our program strengths and identify areas for improvement. Continually monitor program risks and strive to address and mitigate. * Coordinate throughout the federal enterprise, leveraging the strength and diverse array of talents of our organization to effectively meet our client's needs. * Lead and manage large scale IDIQ, MATOC, SATOC, etc. programs to ensure projects are delivered with excellence and quality to client and Michael Baker standards. * Actively engage as a Project Manager, Deputy Program Manager or Program Manager on select federal projects. * Prepare, lead, champion, and influence teams to successfully deliver federal projects. Lead efforts to manage military construction and SRM (Renovation) programs. * Develop/implement project work plans/methodologies for complex projects, as applicable. Mentor and lead project/task order managers for programs in which the candidate is engaged. * Direct and coordinate activities of multi-disciplinary staff to ensure project progression per schedule, on budget, and within scope parameters.

EXPERIENCE REQUIREMENTS * Possess proficient experience and understanding of interdisciplinary relationships between technical resources, clients, and stakeholders. * Demonstrated business development/marketing experience as a "Seller-Doer" including proposal management and technical response proposals (SF330, Design/Build, etc.). * Build rapport and establish positive relationships with existing and prospective clients to ensure client-focused performance. * Understand our competitor services and offerings; actively build our technical services to be comparable with, or superior to, competitors' consulting service offerings. * Possess excellent computer skills with a high level of proficiency in Microsoft Office, including Word, Outlook, Excel, PowerPoint, Project, Adobe, and Bluebeam. * Specific experience with Design/Build alternate project delivery methods is preferred.

PROFESSIONAL REQUIREMENTS * BS/BA Architecture or Engineering; Bachelor of Architecture; or MS/MA Architecture or Engineering. * Licensed Architect (RA/AIA) or Professional Engineer (PE). * Minimum of 25 years of experience in the coordination and management of Federal DoD and/or Federal Civilian markets, programs, and projects. * Project Management Professional (PMP) Credentials preferred. * LEED Accredited Professional (AP), or equivalent, preferred. * Travel (25%+/-) is anticipated based on program/project responsibilities.

COMPENSATION The National salary range for this position is $149,547- $233,564. The actual salary offered will be dependent on the experience and expertise of the incoming candidate, and relative to salary ranges in the offering office.
