Job Description

The Grant Manager oversees grant-funded programs at Minnesota State University Moorhead (MSUM), focusing on process improvement and financial management. This detail-oriented position manages a portfolio of sponsored projects, ensuring compliance with university and sponsor requirements. Responsibilities include training staff, monitoring projects, maintaining records, communicating with sponsors, and providing compliance guidance. The Grant Manager position is a key position within the university’s Grant and Sponsored Programs Office (GSPO).

Responsibility #1: Proposal Development (Pre-Award)

  • Lead grant projects in collaboration with faculty, staff, business partners, and external individuals/groups to manage grant projects within timelines and budget parameters to meet established goals.

  • Provides authoritative advice and support in proposal development and submission.

  • Oversees the development and submission of externally funded proposals and the negotiation of research contracts and subawards.

  • Advise Principal Investigators (PIs) to provide professional advice to accomplish the goals of grants and sponsored projects while complying with the State of MN guidelines.

Responsibility #2: Award Management (Post-Award)

  • Serve as a liaison between principal investigators, the funding agency, Business Office, Finance Office, Human Resources, and other university departments.

  • Ensure grant parameters, business/customer/vendor contracts/agreements and expectations are met and notify appropriate staff if complications develop.

  • Complete required grant reporting and maintain effective communication with all interested parties.

  • Manage and monitor the budget position of the grants and sponsored programs to ensure sufficient funds for operations.

  • Manages and monitors relevant institutional committees and offices for compliance with grant awards.

  • Provide authoritative advice on budgeting parameters within the MSUM and MnSCU system.

  • Stay abreast of Business Office and Human Resource issues that may affect grant activity.

Responsibility #3: Financial Analysis & Project Improvements

  • Periodically provide project management guidance on the grant performance.

  • Guides project team to use best project management practices and PMO.

  • Create comprehensive workplans to breakdown large goals into tasks, structure and time-bound requirements to meet project goals and maximize productivity.

  • Maintains required project documentation through the project life cycle to advance project goals and objectives.

  • Remains current on electronic submission, award, and reporting processes for federal grants and other funding agencies.

Responsibility #4: Other

  • Stays informed of changing funding opportunities, compliance requirements, and best practices through involvement in professional networks and training opportunities.

  • Writes, updates, and maintains grant resources for PIs of grants and contracts.

  • Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of the organization as a viable business partner.

  • Develop Grants and Sponsored Programs Office (GSPO) Annual Report.

  • Maintain Grants and Sponsored Programs Office (GSPO) web pages as appropriate.

Minimum Qualifications

  • Bachelor’s degree in Project Management, Business, Education, Communications, or another related field

  • 1 year of professional experience in hands-on proposal development, editorial work, and/or grants management

  • in an education or nonprofit setting

  • Ability to read, analyze and comprehend guidelines.

  • A working knowledge of basic budgetary accounting and strong analytical skills.

  • Ability to work with a variety of software programs.

  • Demonstrated experience managing small to large scale projects/programs/events.

  • Attention to detail, effective organization, and time management skills to work under deadlines and adapt to

  • ever changing workload.

  • Human relations/interpersonal skills, successful experience with conflict management, and the ability to communicate effectively are necessary in the daily association with both internal and external clientele.

Preferred Qualification

  • Project Management Certification (CAPM or PMP)

  • 2 years of professional experience in hands-on proposal development, editorial work, and/or grants

  • management in an education or nonprofit setting

  • Financial/budgetary experience.

  • Considerable knowledge of state and federal grant accounting, auditing, and reporting requirements.

  • Ability to interpret complex state and federal agency regulations, along with MSUM and MnSCU policies.

  • Ability to understand public administration principles as they apply to grants administration and be able to apply these principles in the interpretation of rules and regulations
