Summary:

This position has responsibility to perform the duties of Pilot-in-Command or Second-in-Command on a variety of aircraft in all-weather day and night operations. These flights result in the safe and efficient executive-level air transportation for University of North Carolina health leaders, faculty, administrators, and a variety of qualified personnel from other state agencies. Occasionally specialty missions, such as aerial survey, photographic, news media, or search missions may be assigned. This position has other administrative duties routinely assigned by the Director of Medical Air Operations.

Responsibilities:

Aircraft Maintenance: Essential to organizational functioning and safety is the individual pilot and this position's responsibility to monitor aircraft mechanical status, and coordinate maintenance requirements with the mechanics in a timely and efficient manner. This also requires knowledge of preflight status requirements, airworthiness regulations, minimum equipment lists, and practical day-to-day operational needs are imperative. A proper recording of aircraft system functioning and irregularities, trend monitoring data, and functional testing results must be documented in appropriate log books. This position conducts safety inspections on multiple types of aircraft, recognizing potential hazards on the most sensitive and sophisticated aircraft equipment.

Pre-flight Planning, Piloting Aircraft, and Post-flight Inspections: This position requires planning flights and piloting various types of turbine and reciprocating-engine aircraft to high and low density airports during all weather day and night operations. The majority of flights will be carrying passengers to in-state and out-of-

state locations. The incumbent must conduct thorough pre-flight and post-flight inspections, and plan assigned flights with proper regard for weather, aircraft mechanical status, pertinent regulations, navigational facility status, and other operational considerations necessary to ensure maximum passenger comfort and safety. The position requires operating aircraft and all equipment in compliance with manufacturer's limitations and the pertinent regulations and guidelines. The position also requires the ability to recognize defects or malfunctions of aircraft equipment. The position requires the ability to apply knowledge to actual aircraft performance in a variety of conditions and situations from geography and flight- planning responsibilities, monitoring engine operation, fuel consumption, and functioning of aircraft systems during flights. Pilots must conduct themselves in a cordial, courteous, and businesslike manner with passengers and others.

Administrative Record Keeping and Collateral Special Duties Assigned: The individual must complete required records in a timely and accurate manner. Organizational efficiency and safety depend on a system of tracking flight schedules, pilot and aircraft flight times, passenger and accounting information, and maintenance records. Additionally, pilot currency and certification records, training records, and medical records must be kept current in order to properly document job qualifications/requirements. This position will have responsibility for administrative record keeping relative to the aviation center as assigned such as coordination of maintenance procedures and documentation. This position requires a significant contribution by the incumbent in one of several areas important to organizational functioning: training, operations, safety, mechanical maintenance (including washing aircraft), avionics/radio maintenance, or safety-of-flight publications. The specific collateral duty is assigned by the Director, requiring independent and autonomous oversight of the particular area assigned.

Communication/Public Contact: This position has routine contact with high-level passengers and is required to maintain discretion with regard to sensitive information. In addition to responding to technical questions, incumbent also acts as an ambassador for unit operations through a thorough familiarity with programmatic matters of the department. This position will conduct thorough safety orientations for passengers, as required by regulation, and responds to questions regarding flight issues and technical aircraft matters from passengers, ground crews, controllers, other officials.

Training and Professional Currency: This position requires periodic professional update training, first to ensure constant preparedness for abnormal or emergency occurrences that could be encountered in flight, second to maintain current knowledge of the ever-changing procedures and regulations concerning the National Airspace System, as well as the available recent and emerging technology designed to assist pilots in maintaining acceptable safety margins. Pilots are required to attend annual industry-standard professional flight simulator-based training courses, complete semi-annual in-house training/standardization/evaluation flights, successfully complete periodic written exams, and attend continuing educational classroom courses as well as periodic staff safety meetings.

Education Requirements:

• High school diploma or equivalent.

Licensure/Certification Requirements:

• Certification as a Commercial Pilot or Airline Transport Pilot, with appropriate ratings; and possession of an FAA Class II Medical Certificate.

Professional Experience Requirements:

• Requires a minimum of 1000 hours of flight time in a closely related type of aircraft and/or type of mission, along with a minimum of two years of related experience; or an equivalent combination of training and directly related experience.
