Job Description:

As part of the Regulatory, Audit & ORM Assurance team, you'll be a trusted advisor providing guidance and challenge on regulatory inquiries, responses and interactions for Platforms and Technology. Accountable for processes and coordination supporting the regulatory program. Ensure appropriate stakeholder engagement and approvals to provide accurate and valid information.

Key Responsibilities:

Ensure effective governance and oversight of Regulatory functions and shape the future of P&T by enabling best in class oversight and guidance in partnership with Segment CIOs, risk, legal & compliance partners. Meet regulatory and risk expectations in partnership with Risk, COLA and Regulatory organizations. Foster and actively contribute to creating an inclusive and diverse team by supporting the development of talent within the team, fostering a collaborative environment to attract/develop the talent necessary to win. Enhance clarity of role accountabilities, individual and shared to build P&T brand. Support speed, simplicity, agility in decision making and action while focused on conflict resolution, building partnerships and perseverance under pressure/crisis.

Key Deliverables:

Risk Management:

  • Lead highly skilled 1B Risk practitioners to enable the achievement of strategic objectives while operating within the Bank's Risk Appetite.

  • Support the management of business and technology/cyber risk in compliance with Regulatory requirements.

  • Provide regulatory, governance, risk, control and related expertise to the Platform Owner, Product Families, and Product Groups within P&T.

  • Bring a strong understanding of pertinent legal, regulatory, risk and governance landscape.

Relationship Management:

  • Provide business, technology and cyber security risk leadership and support pertinent to the Regulatory landscape to partners as primary liaison on behalf of P&T.

  • Demonstrate excellent judgment and ability to effectively escalate issues & concerns quickly and to appropriate leaders and control areas.

  • Build strong, effective relationships with risk and control partners, enabling speed of decision making and facilitating transparent and timely communication of key information and potential risks.

  • Own the relationship with the Regulators on P&T related inquires, exams and regular updates.

Regulatory Issue Management

  • Deliver oversight, governance, challenge practices and support to ensure quality and timely finding remediation of Regulatory findings.

  • Provide enterprise leadership and strategic direction to finding owners/remediation teams with focus on controls/standards and repeatable solutions to address Regulator recommendations.

  • Facilitate early warning and escalation for regulatory findings at risk.

Regulatory Exam Management

  • Support P&T related regulatory examinations and activities by engaging key stakeholders and SMEs to collect and evaluate artifacts and evidence to respond to request items.

  • Review artifacts and evidence for executive approval prior to submission to the regulators.

  • Provide enterprise leadership and strategic direction to finding owners/remediation teams during the coordination of Management Responses and ongoing governance of P&T regulatory findings.

  • Facilitate early warning and escalation for all regulatory findings at risk of going overdue and/or emerging issues being raised by the Regulators.

  • Communicate and provide regulatory status reporting to management and stakeholders.

  • Provide oversight of changes, implemented by management, to assure regulatory compliance.

Supervisory Meetings and Visits

  • Facilitate the preparation for regular and ad-hoc meetings with Bank regulators by reviewing agendas, seeking required clarifications, preparing materials, and tracking follow-up actions.

Risk Programs and Strategic Alignment

  • Understand applicable TD risk programs and how they affect the aligned portfolio.

  • Adapt operating model to proactively align to emerging and in-flight Enterprise Strategies, P&T Strategies, driving efficiency and effectiveness across portfolio (e.g. NEW / Risk Marketplace).

Qualifications:

  • Bachelor’s degree in Information Technology, Business, Finance, or related field.

  • Master’s degree or relevant certifications (e.g., ITIL, PMP) preferred.

  • Minimum of 10+ years of experience in technology and cybersecurity control domains or related field, with at least 5 years in a leadership role with exposure to Senior Technology/Cybersecurity Executives.

  • AML, KYC, Fraud and GSI Experience a plus.

  • Experience in strategy development, implementation, and business process improvement.

  • Understanding of financial principles related to ongoing cost management and expense reduction.

  • Excellent leadership, communication, and interpersonal skills including talent management and leadership development.

  • Detail-oriented with strong analytical and problem-solving skills.

  • Ability to thrive in a fast-paced and dynamic environment.
