THE POSITION

Douglas County Public Works

Full time position available with competitive full-family benefit package.

PERS/OPSRP retirement and availability of deferred compensation retirement savings.

Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only). Availability is subject to center waitlist.

Job Summary:

This position operates moderately complex traffic control equipment; perform routine maintenance on equipment.

Essential Functions:

This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.

  • Operate equipment used in traffic control, primarily paint striper equipment.

  • Fabricate and install traffic control signs in conformance with the Manual of Uniform Traffic Control Devices.

  • Operate equipment used in vegetation and traffic control, such as : herbicide spray truck, boom truck, chipper, mower, chain saw, and stencil truck. Load and safely transport equipment and materials. Preform pre-trip inspections.

  • As relief herbicide applicator, apply chemicals and herbicides as required; calibrate spray equipment and mix chemicals. Maintain State-required records of chemical and herbicide applications.

  • Perform repair on assigned equipment; includes minor maintenance and servicing, etc.

  • As needed, direct and regulate traffic trough spray and painting operations by placing signs at job site, hold a hand sign, communicate with other employees and motorists in order to ensure safe passage of traffic through work zone.

POSITION REQUIREMENTS

SKILLS/QUALIFICATIONS:

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:

  • One year experience in the operation of traffic control and/or road maintenance equipment and application of herbicides.

    Knowledge of:Considerable knowledge of equipment, materials, practices and procedures used in road marking for traffic control; reasonable knowledge of equipment, materials, practices and procedures used in roadside vegetation control; reasonable knowledge of herbicides and rates required for application to vegetation and soils; reasonable knowledge of stencil operations; reasonable knowledge of the traffic laws and safety rules governing operations of motor vehicles and equipment on public roads; reasonable knowledge of minor repair of equipment; thorough knowledge of safety procedures. Skill in: Use of spray equipment and complex traffic control equipment; maintenance on equipment and materials; safe operation of vehicles, equipment and tools used in area of responsibility; safe operation of equipment under adverse conditions. Ability to: Communicate effectively in both oral and written forms; estimate time and materials and manage time efficiently; make decisions independently in accordance with established policies and use initiative and judgment in carrying out tasks and responsibilities; utilize problem identification and resolution techniques; remain calm and use good judgement during confrontational or high pressure situations; courteously meet and deal effectively with other employees, contractors, vendors and the public.

  • At time of appointment, must possess valid Oregon Class A commercial drivers license with tanker endorsement

While not part of initial applicant screening, the finalist for this position may be required to pass a criminal history background check as part of a contingent offer of employment.

Employment is contingent upon a pre-employment drug screen. Presence of non-prescribed drugs, including marijuana, on drug screen results will result in disqualification pursuant to the County's drug and alcohol policy. To determine if physically qualified to perform the essential functions, employment offer is conditional upon satisfactory results of a post-offer medical and hearing exam conducted at county expense.

DRIVING RECORD: Applicants selected for interview will be required to bring to the interview a CERTIFIED COURT PRINT driving history obtained from DMV. Please allow 5-7 days for delivery; out of state allow two weeks.
