The Commerce + Ecosystems team aims to streamline customer and partner interactions with Microsoft, ensuring a reliable and secure commerce infrastructure. Our Ecosystems team focuses on promoting Microsoft's products and services globally and engaging with technical communities. Within this organization, the Skilling team operates learn.microsoft.com, providing a central platform for individuals to learn, grow, and adopt Microsoft technology. Through this platform, users can access technical documentation, training, Q&A, architectural guidance, and code samples.

Microsoft Learn is looking for a Principal Technical Program Manager to join the Skilling Program Management team, which owns delivery for our organization’s strategic initiatives, working closely with our product and engineering teams on the end-to-end strategy, planning and execution. In this role, you’ll own the delivery and release management schedule for critical business initiatives that span several years. During planning and execution phases of these initiatives, you’ll be accountable for managing dependencies, risks, and compliance, privacy, security, and artificial intelligence (AI) readiness. You’ll coordinate with product and engineering to ensure that architecture and technology solutions are connected across business initiatives. You’ll play a key role in keeping all stakeholders informed about how we’re progressing toward plan.

Responsibilities

  • Partner with product management and other partner teams to develop plans to implement strategic goals, prioritize investments and features in conjunction with product management’s roadmap, and drive implementation and integration for multiple large cross-functional projects.

  • Establish success criteria aligned with business objectives and execute release planning for timely delivery.

  • Deeply understands the return on investment and presents it to key stakeholders.

  • Establish and maintain a delivery and release program structure and prepare transparent progress updates for regular leadership meetings.

  • Track, coordinate, and communicate end-to-end project schedules (e.g., epics, sprint plans, milestones, timelines and releases) across multiple strategic investments, monitor delivery and release processes, ensuring stakeholder accountability.

  • Take ownership of dependencies, aligning with the strategic roadmap and objectives.

  • Ensure alignment on tradeoffs, adjustments, and improvements as feasible.

  • Proactively identify and address blockers, escalate issues, and mitigate project risks.

  • Makes adjustments or course corrections when projects are not aligned to schedules or goals.

  • Partner with engineering and product to design integrated customer solutions for technical needs.

  • This includes working closely with engineering to streamline architecture development and deployment across business initiatives and cross-functional teams to ensure we have extensible and lean AI architecture components/integrations in place.

  • Shepherd features/capabilities to be delivered through privacy, responsible AI (RAI), security and legal reviews.

  • Help draft, review, review and approve RAI impact assessments.

  • Sync with the applicable RAI communities within Microsoft and consult within Skilling organization to ensure compliance with RAI standards.

  • Maximize team productivity and ensure successful delivery through guidance and mentorship.

Qualifications

Required Qualifications:

  • Bachelor's Degree AND 6+ years experience in engineering, product/technical program management, data analysis, or product development

  • OR equivalent experience.

  • 3+ years experience managing cross-functional and/or cross-team projects.

  • 3+ year experience reading and/or writing code (e.g., sample documentation, product demos) or creating system architectures.

Other Requirements:

Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:  

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.

Preferred Qualifications:

  • Bachelor's Degree AND 10+ years experience in engineering, product/technical program management, data analysis, or product development OR equivalent experience in the software industry

  • 8+ years experience managing cross-functional and/or cross-team projects.

  • 2+ years experience with artificial intelligence (AI) concepts, large-scale data models, machine learning (ML) algorithms, deep learning and neural networks. Experience evaluating model performance and interpretability, with an understanding of the strengths and weakness of AI technology.

Technical Program Management IC5 - The typical base pay range for this role across the U.S. is USD $133,600 - $256,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $173,200 - $282,200 per year.
