In a spirit of excellence, integrity, and dedication, the Public Works Department is committed to providing timely, accurate, clear, and complete information to manage, mitigate and reduce risks to the city.\ \ Role Statement for Laboratory Manager:\ Oversees multiple laboratory technicians analyses of daily plant and industry effluent samplings for plant process control, NPDES permit compliance, and industrial billing. Responsible for managing the Water Information Management System (WIMS), Net Discharge, Monitoring Reports (NetDMR) and coordination with outside contract laboratories; performs other duties as assigned.\ \ This role will assure plant and industry analyses for plant process control, billing of significant industrial users, and ensure compliance with all Federal and State regulations. The work is performed under the supervision and direction of the Wastewater Assistant Superintendent, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with Wastewater Assistant Superintendent, Laboratory Lead and Technicians, other City employees, and the general public. The principal duties of this class are performed in a laboratory environment with exposure to potentially lethal chemicals and pathogens.\ \ ROLE SUCCESS PROFILE\ Key Job Accountabilities:\ Responsible for the ordering of lab materials, chemicals, and supplies for the everyday operation of the lab.\ Ensures technicians are conducting specified tests on scheduled basis to ensure the Plant meets all permits and other related test.\ Interprets and evaluates laboratory results to determine feasibility, reports, and unusual finding to designated personnel.\ Reviews the data finalized by the Laboratory Lead for completeness.\ Reviews and evaluates the performance of Laboratory Lead and Technician personnel.\ Responsible for completing Net DMR monthly.\ Responsible for assuring completeness of the monthly industrial billings for the Wastewater Assistant Superintendent.\ Maintains related logs and records in an accurate and current manner, including, but not limited to, maintaining hard copies and computer logs of daily work sheets, monthly logs, and computer logs of monthly data.\ Administration user for the Hach WIMS online, verifies WIMS entries are valid, update WIMS as needed, and manage the dashboard, and produces data reports.\ Observes and trains plant personnel in laboratory practices and procedures.\ Maintains the laboratory and equipment in a clean and orderly manner to ensure a safe and efficient work environment.\ Verifies the performance of plant equipment on a scheduled basis, including verifying performance of equipment, confirming the deionized water standards are satisfied, calibrating lab and plant thermometers, and preparing stock cultures of bacteria as required.\ Maintains an efficient inventory of laboratory chemicals, supplies and equipment to ensure efficient operations.\ Responsible for the scheduling of contract laboratory analyses required for permit testing.\ Ensures chain of custodies for samplings are accurate for all logbook entries samples sent out for analysis; ensures the preservation of samples in transport in accordance with EPA guidelines.\ Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.\ \ Key Behavioral Competencies:\ Accountability - Ability to accept responsibility and account for his/her actions.\ Accuracy - Ability to perform work accurately and thoroughly.\ Analytical Thinking - Using a logical reasoning process to break down the work through a situation or problem to arrive at an outcome.
