Position Description

This is a full time, Non-Civil Service position with Metro Action Commission.

JOB OBJECTIVE

Leads the agency’s Human Resources unit as a part of the Division of Communications and Engagement in planning, implementing and coordination of all phases of team member engagement, new team member recruitment, retention, and wellness. Proactively support the Human Resources Business Partner model and the innovative approaches to supporting the successful work experiences and environments of team members and serves as the liaison of the Director of Communications and Engagement and hiring managers and directors to ensure exemplary hiring practices, policy, procedures, and HR laws are followed. Represent the agency in its relationship with labor union and Metro Government HR department. Uphold the Mission, Vision, Values, and Philosophy of the Metropolitan Action Commission.

JOB DESCRIPTION

MAJOR JOB RESPONSIBILITIES

Supervise the Human Resource Business Partners (HRBP).

Provide supervision, guidance, support, and engagement of assigned team members as well by overseeing all human resource related duties.

Ensure confidentiality within Human Resources.

Ensure all agency policies and procedures and program policies related to HR matters are known by HRBPs and that the unit serves as subject matter experts for agency leaders and employees.

Ensure all departmental HR needs are met to fidelity.

Coordinate agency employee wellness activities, opportunities, and events.

Partner with Communications Manager for branding compliance, marketing, and learning and development needs and/or initiatives and projects.

Report and maintain data related to recruitment, retention, turnover, employee wellness, and other related data.

Consult with the division director and impacted division leader and/or program manager regarding personnel matters that require urgent attention or are sensitive in nature.

Prepare reports, documents, and verbal communication of complex or sensitive nature.

Investigate and follow up on specific employee related complaints and requests to ensure that expedient and appropriate responses are given.

Ensure job descriptions are up to date and compliant with all local, state, and federal regulations.

Develop training materials and performance management programs to help ensure team members understand their job responsibilities.

Create a compensation strategy for all team members based on market research and pay surveys; keeps the strategy up to date.

Investigate team member issues and conflicts and brings them to resolution.

This position supervises the agency’s Human Resource Business Partners

This position is directly supervised by the Director of Communications and Engagement as well as the indirect supervision of the Executive Director.

WORKING ENVIRONMENT/PHYSICAL DEMANDS

The work environment involves the everyday risks or discomforts, which require normal safety precautions typical of such places as offices, meeting and training rooms, etc. The work area is adequately lighted, heated and ventilated.

This classification works primarily in an office setting under generally favorable working conditions. There may be some walking, standing, bending, carrying of light items, etc. No special physical demands are required to perform the work.

Minimum Qualifications

EDUCATION AND EXPERIENCE

Minimum of a bachelor’s degree related to Human Resources from and accredited college or university. Master’s degree and certifications preferred in areas related to Human Resources and Supervisory experience preferred.

Ability to establish and implement rules, policies and/or procedures.

Ability to participate in local, state, regional and national travel.

Possess excellent interpersonal and communication skills.

Ability to work collaboratively in a fast-paced environment.

Shall be a resident of the State of Tennessee or become a resident of the state within six (6) months of employment with the Metropolitan Government.

LICENSES REQUIRED

A valid driver’s license is required for this position.
